Carson City arrests: Man jailed for Army desertion warrant
Two people were booked into Carson City jail on Thursday for separate felony warrants, Carson City Sheriff's Office deputies said.
Amanda Victoria Whedbee, 32, of Placerville, was booked into jail at 10:46 a.m. for a felony warrant alleging that she provided false identification to avoid prosecution. Bail: $10,000.
In the other, separate jail booking, Noah Richard Paul, 18, of South Lake Tahoe was booked on a felony fugitive from justice warrant issued by the U.S. Army. He is being held without bail in lieu of a hearing. The man, who faces a desertion charge, turned himself into Carson City Sheriff’s Office at 4:31 p.m.
In other arrests:
— A Carson City man was arrested Thursday, 7:55 p.m. in the 800 block of East Fifth Street for misdemeanor suspicion of domestic battery. According to the arrest report, deputies arrived on scene after a report of domestic battery.
A deputy observed a woman crying, and a broken window next to her. She had a black left eye and a cut on her nose and what appeared to be a blood vessel burst in her right eye.
It was learned the suspect was still in the apartment, that the two had been drinking and the man became angry at the victim. He allegedly grabbed her by the hair and pulled her out of bed as she was napping, kicking her in the face and then biting her on the nose, the arrest report states.
Deputies attempted to make contact with the man who didn’t answer the door after multiple attempts. Consent was given to enter the apartment. The man was located and arrested. He was read his Miranda rights and would not speak about the incident. He agreed to give jail deputies a preliminary breath test which resulted in a .335. He was taken to the hospital for medical clearance and returned to jail. Bail: $3,137.
— A 51-year-old Carson City woman was arrested Thursday, 8:25 p.m. in the area of Silver Sage and Travis for misdemeanor suspicion of DUI and speeding, 16 to 20 over the limit, a Carson City sheriff’s deputy said.
According to the arrest report, a deputy made a traffic stop on a vehicle with radar confirming she was going 41 mph in a 25 mph zone. The deputy could smell an odor of alcohol on her breath and she showed signs of impairment. She was asked if she had been drinking. The woman replied she had a couple beverages, the arrest report states.
She agreed to field sobriety tests, and showed signs of impairment. She submitted to a preliminary breath test with a result of .205. She was arrested for suspicion of DUI. At jail she submitted to a blood test. Bail: $1,269.
— A 30-year-old Carson City man was arrested Thursday, 6:03 p.m. in the area of Long and Humboldt streets for a misdemeanor contempt of court warrant, driving on a suspended license and improper display of a license plate. Bail: $1,252.
— A transient was arrested Thursday, 11 a.m. in the 700 block of Fleischmann for misdemeanor suspicion of battery, a Carson City sheriff’s deputy said.
According to the arrest report, the man was a mental patient on a legal hold at the Mallory Center. He attempted to go behind the staff desk at which time he was confronted and told to stop. The man allegedly punched the staff member on the right eye and cheek bone, hard enough to leave a developing bruise. The man was escorted to his room at which time the sheriff’s office was called.
When deputies arrived the man placed his hands behind his back and asked to be taken to jail. The victim provided a written statement and requested a citizen arrest. The suspect was discharged from staff and taken to jail. Bail: $1,137.
— A 56-year-old Carson City man was arrested Thursday, 12:59 p.m., in the 1000 block of North Carson Street for misdemeanor suspicion of possession of stolen property.
According to the arrest report, a sheriff’s office sergeant ran the plate of a vehicle in which the plates on an older model Ford pickup came back as stolen plates. The man was detained while deputies investigated the stolen plates.
He was read his Miranda rights and told the deputy he had received the vehicle and plates from a subject living in the Pine Nut Mountains. He identified the man with a first name and did not know his last name. The VIN on the vehicle was clear and the owner had been dead for some time, according to the arrest report. The truck was not stolen. The man was arrested for having stolen plates on the vehicle. Bail: $737.
— A 58-year-old Carson City man as arrested Friday, 6:17 a.m. in the area of Winnie Lane and Lone Mountain on a misdemeanor contempt of court warrant out of East Fork Township. Bail: $250.
— A 26-year-old Carson City woman was arrested Thursday, 8:16 p.m. in the 1800 block of North Carson Street for three misdemeanor contempt of court warrants issued out of Carson City Justice Court. Bail: $12,000.
— A 20-year-old Dayton woman was arrested Wednesday, 12:24 p.m. in the 5100 block of Grumman Drive for a misdemeanor contempt of court warrant issued out of Carson City Justice Court. Bail: $500.
— A 62-year-old Carson City man was arrested Wednesday, 4:22 p.m. in the 3700 block of South Carson Street for a misdemeanor contempt of court warrant issued out of Carson City Justice Court. Bail: $500.

Nevada employment division's vocational rehabilitation program honored for volunteer work
VOICE, a program that assists students with disabilities obtain employment was recently honored by the Food Bank of Northern Nevada for its volunteer efforts with the organization.
The Food Bank of Northern Nevada’s Volunteer Appreciation Night recognized the top 16 Food Bank volunteer groups for 2016. VOICE participants personally donated 216 collective hours packing perishable and non-perishable food for distribution through the Food Bank’s network of food pantries.
VOICE, a program within the Vocational Rehabilitation office at Nevada’s Department of Employment, Training and Rehabilitation, is designed to assist students with disabilities ages 18-22 to obtain competitive, integrated employment through a partnership with area high schools, said Shelley Hendren, administrator for the Rehabilitation Division. Students job train in community businesses and receive pre-employment transition services so they can develop the skills necessary to be job ready and become successfully employed.
“I am so proud of these young people for their selflessness and commitment to giving back to the community,” Hendren said. “Participating in volunteer opportunities enhances the skills that the students gain through the VOICE program. Learning to be responsible, charitable and how to work in teams are all valuable lessons they gain through volunteering at the Food Bank. The Bureau of Vocational Rehabilitation is designed to help people with disabilities remove barriers to employment and to help those already employed perform more successfully through training, counseling and other support services.”
Each group of honorees were treated to a reception and will be showcased on a banner at the Food Bank, said Jocelyn Lantrip, marketing director for the Food Bank.
“Volunteers are vital to the mission of the Food Bank of Northern Nevada,” Lantrip said. “We simply could not deliver the 13.3 million meals to the community each year without their help. These top 16 groups and individuals really went the extra mile and helped to feed thousands of our hungry neighbors last year. We are so grateful to them.”
ABOUT THE REHABILITATION DIVISION
The Rehabilitation Division is comprised of three bureaus, which include Vocational Rehabilitation, Services to the Blind and Visually Impaired, and the Bureau of Disability Adjudication. The Division also includes the Blind Business Enterprise of Nevada Program, and the Office of Disability Employment Policy. All of these services are designed to address assessment, training, treatment, and job placement for Nevadans with disabilities. The division places primary emphasis on providing necessary services to help consumers become employed and self-sufficient.
With flood potential growing, Lyon County to hold volunteer sandbag event Saturday
Lyon County has been notified by the National Weather Service that flows on the Walker River are being forecasted to run higher than what was earlier anticipated, according to county manager Jeff Page.
Flows on the Walker River are being forecasted more than the 3,500 CFS predicted Wednesday. Page expects that by the middle of next week flows may be as high as 3,900 CFS. Page held a meeting with the county and city's Emergency Management Team on Thursday to ensure that all are prepared for high water.
The City of Yerington with support from Lyon County will conduct a community sand bag fill operation this Saturday, May 20, 8 a.m. at the Yerington Airport. The City of Yerington and Lyon County are asking for community volunteers to help with sand bag filling and transportation.
The purpose of the operation is to fill and transport sandbags to senior citizens and physically disabled. Citizens can still self-fill and transport sandbags at the various fill locations:
— Fire Station 40 In Smith Valley – 1 Hardie Ln, Smith Valley.
— Wellington Rodeo Arena – 2715 Hwy 208
— Mason Town Hall – 55 Bridge St, Mason.

Meanwhile, the Nevada Department of Wildlife announced the following on Friday: Due to flooding, Lux Lane on the Mason Valley Wildlife Management Area in Yerington has been closed from the FT. Churchill Cooling Ponds to the MVWMA headquarters. Access to the Cooling Ponds, North Pond, Crappie Pond, Bass Pond, and Hinkson slough remain open. Anglers and visitors will need to use The north entrance on Sierra Way to access the cooling ponds and the South entrance on Miller to access the WMA fishing ponds.
Carson City Weather: Warming trend, Sierra snowmelt prompts flood watch for region
With rising temperatures bringing snowmelt runoff from the Sierra, a Flood Watch is in effect beginning Sunday for much of the region, including Carson City, Lyon, Washoe and Douglas counties, according to the National Weather Service in Reno.
As temperatures continue to warm into this weekend and remain above average into next week, the extensive high elevation snowpack will begin to melt off at a more rapid pace, according to the weather service. The Flood Watch is from Sunday through Tuesday. Go here for the weather service statement.
Additionally, the increased snowmelt will cause rises in many area small streams and rivers in the Sierra. Minor flooding is possible by the middle of next week for the Carson Valley.
Carson City emergency management officials say much of the flooding concern is for areas north and south of Carson City, From Washoe Valley to Carson Valley, which may pose travel issues for Carson City residents in the event of flooding.

Those living along the Walker River or its flood prone areas, now is the time to prepare for potentially significant flooding next week. The weather service advises snowmelt flows can be highest in the evening and overnight in the smaller streams. Rivers and streams will continue to run swift, cold and turbulent through June. Flood water will likely inundate pasture land, some campgrounds, cover hiking and biking trails and roads leading into the high country.

NDF official speaks publicly about Little Valley Fire for first time

Business Spotlight: New pizza pie rolls into Carson City
There's a new pizza in town and it's got wheels.
Rollin' Pizza Pies took to the streets of Carson City at the end of April, said co-owner Desiree Kagan, and is fast becoming a local icon.
"People are coming up to us and asking about our truck," she said, referring to the grape purple delivery van converted into one of the region's most recognizable food trucks. "Once you see our truck, you'll never miss it."
Constructing the mobile kitchen from scratch, Kagan said she and her business partner, co-owner Chef Karole Denning, also painted the truck themselves.
"We had built our truck from the floorboards up," she said. "Sixteen cans of bright purple spray-paint later, we have a Purple Pizza Phenom."
Though fascinating, the purple paint job isn't what makes Rollin' Pizza Pies such a hot local item after just three weeks in business.
It's the pizza.
The recipes thought up by Denning have people lining up for a truly unique curbside pie.
Rollin' Pizza Pies are a fusion of California and Colorado styles, Denning said, featuring raised crust on the ends that is crunchy on the bottom and soft on top.
"He (Karole) has found a way to somehow make the crust crispy on the bottom with a chewy crust," Kagan said. "The basic pie is not New York Style, or Chicago."
It's more like Chef Karole Style, his own creation perfected over a quarter century of pizza making.
Denning also has a flair for the dramatic, shooting from the hip as he comes up with recipes on the fly.
"We needed a vegetarian pizza," he said. "So I put one together featuring a variation of red and green tomatoes."
Calling it the "Attack of the Killer Tomatoes" Pizza — a nod to the 1978 science fiction film parody of the same name — Denning and Kagan have developed a knack for attaching household names to their memorable pies, too.
Other popular titles given to pies on the menu include the "Beetle Juice! Beetle Juice! Beetle Juice!" and "Don't Call Me Shirley."
There is instant recognition in names like that, as well as curiosity over other titles on the menu like "Man Hole Cover,""Mister Green Jeans," and "The Ballad of Ricky Bobby."
"We find it thrilling to bring an imaginative menu to people," Kagan said. "We have a commitment to making the pies fast, super fresh and always creative."
But there is much more to Rollin' Pizza Pies than what's in a name. The ingredients make all of the difference, Kagan said.
"We use as many local ingredients as we can get," she said, "to make for a pie that truly has love and intent in every bite."
The food truck enterprise is a first for Kagan and Denning, both experienced brick-and-mortar restaurant chefs. Although the food truck venue has its challenges, the partners recognize the love affair that diners have with meals on wheels.
"Preparing food in a mobile environment is challenging yet immensely more creative than it once was," Kagan said. "We get the opportunity to bring our craft to the people, and it makes us feel grateful as we know how excited people get. They appreciate the experience a food truck brings."
Competition in the food truck world is about drawing the consumer's attention first, and then offering eats that stand out in a crowd.
Rollin' Pizza Pies accomplishes both of these, first with the instant curb appeal of the truck's eye-catching purple color and second by the passionately made pies themselves.
"Pizza is the ultimate vessel for flavor and experimentation," Kagan said. "We have the opportunity at any given moment to create a flavor profile that will make people not only feel nostalgic but also curious."
Kagan and Denning are hoping natural curiosity for something different and imaginative, though, develops into a passion for the kind of gourmet pizza that Rollin' Pizza Pies has introduced to Carson City.
"We would love for people to know that we truly want to be an accessible part of Northern Nevada," Kagan said. "Our good fortune for being able to create our dream profession is not lost on us. We care deeply about contributing and promoting other business as well."

Baily Pond at Carson City's Fuji Park now open with stocked fish
Because of recent storms and flood events, several parks, trails and open spaces throughout Carson City have sustained significant damage, including Baily Pond at Fuji Park.
Baily Pond is typically a popular urban fishing spot, but has unfortunately been closed for months due to significant damage from flooding, as Clear Creek, a tributary of the Carson River, runs through the park and has breached several times.
Carson City Parks and Public Works staff have been actively working to restore the facility and it is now open for citizens to use and enjoy. Nevada Department of Wildlife (NDOW) recently stocked hundreds of 9-inch Rainbow Trout. NDOW will keep stocking the pond every other week precluding any unforeseen problems (additional flooding) until the water temperature reaches the upper 60’s.

Fuji Park and the Carson City Fairgrounds is a 25-acre park located in southern Carson City at 601 Clear Creek Road. Park amenities include Baily Pond, a fenced dog park, reservable picnic pavilions, playground, multi-use turf areas, horse arena and fairgrounds. The park is open from dawn to dusk, seven days/week.
Carson City, through its Parks, Recreation and Open Space Department, owns and manages over 8,000-acres of parks, trails and open space, including Fuji Park. The Department’s mission is to provide exceptional parks, open space, and diverse recreational opportunities to enhance the quality of life in Carson City, while preserving our natural resources for future generations.

The Annual Cops and Kids Open House at the Carson City Sheriff’s Department is a family favorite with free food, activities, and games. Treasure hunters will be kept busy with the Genoa Community Garage Sale, as well as one encompassing the Saratoga Springs area of Johnson Lane. Emergency crews respond to airplane crash at Carson City Airport
UPDATE 9:33PM: Air traffic into and out of the Carson City Airport has been suspended at least until midnight for the investigation, said Carson City Sheriff Ken Furlong.

Carson City Fire Department and sheriff's deputies were called Friday night to an airplane crash at the Carson City Airport.
The pilot of the Cessna 182 informed dispatch that his airplane was destroyed but that he was not seriously injured. The airplane was reportedly upside down on the east side of the runway.
Arriving Carson City Fire Department personnel report the plane is a two-seater aircraft that had crashed on the east side and was upside down. There wasn't a fire involved in the crash but the airplane was completely destroyed. The pilot of the aircraft has refused any medical treatment.
The fire department battalion chief ordered the FAA to be contacted and the matter would be under investigation.

Vehicle flips into Washoe Lake following crash on I-580 near Bellevue
UPDATE: 10:58PM: NHP reports via Twitter that the driver suffered a minor injury and was arrested for suspicion of DUI.

Carson City firefighters and Nevada Highway Patrol were called Friday night to the area of I-580 near Bellevue Road for a rollover crash in which the vehicle wound up in Washoe Lake, according to responders arriving on scene.
The single vehicle accident was reported to NHP at 9:32 p.m. as being in the northbound lane just past the Carson City county line. Arriving firefighters and rescue units reported back to dispatch that the vehicle went over the guard rail and was in the lake. The driver was out of the vehicle and walking around, according to firefighters on scene.
The driver was to be evaluated by Regional Emergency Medical Services Authority, (REMSA) personnel, which serves Washoe County. Carson City Fire Department was called to the initial response because its emergency units were closer than those coming to the crash scene from REMSA.
Nevada Highway Patrol is investigating the crash.
In March of this year, a motorcycle rider died after her bike hit an RV and guard rail, throwing her into Washoe Lake just off of I-580 near Eastlake Boulevard.
Carson City food truck attends opening of popular weekly Reno event
Reno Street Food opened the seventh season of its popular annual "Food Truck Fridays" weekly event Friday night at Idlewild Park in Reno with a food truck from Carson City in the mix.
Representing the Nevada state capital this year at Reno Street Foods "Food Truck Fridays" is The Lazy Hog, a Carson City-based street food vendor specializing in barbecued and slow smoked pork, but also offering a diverse menu, too.
The Lazy Hog, based at 705 North Carson Street, is recognized by the bright yellow color of its food truck.
Friday night proved warm and pleasant, drawing thousands along the Truckee River just west of downtown Reno, despite flood concerns.
All three dozen street food vendors, including The Lazy Hog, attracted long lines of diners eager to kick off summer with a taste of local meals from wheels.
This year's "Food Truck Fridays" runs 20 weeks each Friday throughout the summer in Idlewild Park until Sept. 29.
