A 39-year-old Carson City man was arrested late Saturday on a felony fugitive from justice warrant after a standoff with Carson City sheriff's deputies.

Shawn Allan Olmsted, was taken into custody at 10:58 p.m. on the warrant, issued out of the Texas Department of Justice.

According to the arrest report, deputies were dispatch to an apartment in the 2900 block of Menlo Drive regarding the subject with a felony warrant out of Texas. He was contacted earlier by NHP on a traffic stop and fled the stop, which led to a a vehicle pursuit.

When deputies arrived, they met a female who advised she lives in the apartment and the man was inside the apartment. The man would not come out of the apartment, according to the arrest report.

After lengthy negotiations that lasted more than three hours, he exited the residence peacefully and surrendered to deputies. He was taken into custody and is listed with a "no bail hold" awaiting extradition to Texas.

In other arrests:
— A 33-year-old Genoa man was arrested Saturday 11:14 p.m. in the 600 block of Old Clear Creek Road for suspicion of misdemeanor DUI and causing property damage.

According to the arrest report, deputies were called to the Fuji Park area regarding a crash between a motorcycle and a parked vehicle. Deputies arrived and spoke with witnesses who said the man was riding a dirt bike, popped a wheelie and crashed the motorcycle into the back of a van causing damage to the back doors and bumper.

The man then got back on the motorcycle, after crashing it and attempted to leave.

Deputies located the rider and asked him what happened. He said he was leaving the track area on the motorcycle, wanted to show off and so he dumped the clutch and rode a wheelie. He stated he crashed the motorcycle but said he didn't remember crashing into a van, according to the report.

Deputies asked him if he had anything to drink that night and the man said a couple of Coors Lights and two whiskey and Cokes. He agreed to field sobriety tests and showed signs of impairment on the tests. He provided a preliminary breath test with a result of .230 and was arrested for suspicion of DUI. At jail he provided evidentiary breath samples of .206, and .196. Bail: $3,834.

— A 35-year-old transient was arrested Saturday, 12:21 p.m. in the 1900 block of H Street for a misdemeanor warrant and for obstructing and resisting arrest.

According to the arrest report, deputies were dispatched to the area regarding a domestic dispute. Dispatch advised one of the those involved was flagged with a Carson City Justice Court warrant.

Deputies arrived and the man with the warrant was uncooperative. He began making threats toward law enforcement, saying he was going to kill officers and kill their families, the arrest report states.

Deputies attempted to arrest him, however the man fought and resisted arrest. After a short period, he was placed into handcuffs and escorted to a patrol car where he continued to fight, yell, threatening to kill deputies and then kicked the right rear passenger door of the vehicle.

He kicked the patrol door from the inside hard enough that it flexed outward, the report states. While he was being taken to jail he continued to make threats toward law enforcement, claimed he was a gang member, a cartel member and he was going to have families of the deputies killed, the arrest report states. He was taken to a padded safety cell due to his behavior. Bail: $3,412.

— A 32-year-old man was arrested Sunday, 12:34 p.m. at an East Hampton Drive residence for a misdemeanor warrant out of Douglas Township Court. Bail: $199.

— A 49-year-old Dayton man was arrested early in the area of Highway 50 and Brown streets for a misdemeanor failure to appear bench warrant. Bail: $955.

— A 25-year-old Gardnerville woman was arrested in the 3200 block of Market Street Friday afternoon for two counts of alleged felony possession of a controlled substance, possession of drug paraphernalia, and petit larceny.

Kind Gladie Romero was arrested after deputies responded to a store for a report of a larceny. Upon arrival, deputies met with an Asset Protection Employee who had watched the woman, and remembered her from a prior incident where she concealed merchandise and walked out of the store without paying.

The employee followed her and watched as she took a Red Bull from the shelf before continuing to the toy department, where she looked around nervously before selecting a toy and concealing it in her purse. She then continued to conceal other items in her purse, the report states. She went to the self-check-out station where she did not ring up all of the items. The employee confronted her about the unpaid items and escorted her to the Asset Protection Office to await deputies.

Deputies read the woman her Miranda rights and asked if she wanted to speak about the incident. She said there was nothing to talk about. Deputies asked to see her bag and she said no. Deputies called for a K9 unit to respond.

However, as deputies were writing Romero a citation for petit larceny, she agreed to let them search her purse. Inside, deputies found a black handbag with a combination lock. Deputies popped the lock after Romero admitted to having heroin inside.

Deputies located a small white container with heroin inside, and a second small purple container contained a small amount of white crystalline substance that is consistent with methamphetamine. Also inside the handbag they located syringes, cotton swabs and a spoon with burn marks. She was taken into custody without incident. Bail: $6,489.

— A 52-year-old transient woman was arrested Saturday in the 2200 block of Woodcrest Lane for suspicion of battery on a protected person (police officer) and obstructing.

Deputies responded to the location on report of an unwanted person. On arrival, deputies met with the resident who said he had brought a woman home from the bar and that she would not leave. He told deputies the woman was in the bed in the master bedroom.

Deputies told the woman the man didn’t want her at his residence anymore and that she needed to leave. She told deputies “No,” and refused to move. Deputies told her again that she needed to get dressed and leave the residence. The woman used expletives against the deputies multiple times.

Deputies determined the woman needed to be escorted from the residence by deputies. They obtained a blanket from the man to cover the woman once she was placed into custody.

Deputies told the woman once more to leave. She sat up in the bed, cursed, then walked up and punched a deputy in the chest, according to the report. The woman resisted arrest. Deputies were eventually able to gain control of her left arm, and placed her in handcuffs, covered her with a blanket to protect her decency and she was taken to jail. Bail: $2,912.

— A 53-year-old Carson City man was arrested in the 1100 block of N. Saliman Street for a domestic battery warrant out of Carson City Justice Court, issued Aug. 23. Deputies informed the man of the warrant and met with him to take him into custody. He was transported without incident. Bail: $3,000.

All information for the crime log (unless otherwise noted) comes from the arrest reports supplied by the Carson City Sheriff's Office, and is considered by law to be public information. All subjects are innocent until proven guilty in a court of law. The policy of Carson Now is to name anyone who is arrested for a felony offense.

CARSON CITY — The Humboldt-Toiyabe National Forest welcomes Matthew Zumstein as the new District Ranger for the Carson Ranger District. In his new position, Zumstein will provide oversight of the staff and resources needed to manage over 400,000 acres of National Forest System lands in the eastern Sierra region of northeastern Nevada and eastern California.

“We are excited to welcome Matt to the Humboldt-Toiyabe National Forest,” said Forest Supervisor Bill Dunkelberger. “Matt’s diverse experience working with a multitude of stakeholders to provide sustainable benefits from our National Forests will serve him well as our new Carson District Ranger.”

Zumstein began his federal career following a stint in the Peace Corps where he worked in the Dominican Republic helping to promote and develop sustainable agricultural practices in Playa Cabeza de Toro. His service in the Peace Corps allowed Zumstein the opportunity to apply in 2004 for a Peace Corps Fellow position with the USDA Forest Service’s Washington Office where he worked as a NEPA Specialist for a year.

This fellowship helped start Zumstein’s Forest Service career when the Washington Officer offered him a permanent NEPA Specialist position. While in this position, he was able to detail as a Recreation Ranger on the Uinta-Wasatch-Cache National Forest’s Salt Lake Ranger District in northeastern Utah for four summers.

Zumstein became a full-time Salt Lake Ranger District employee when he was hired as a Natural Resource Specialist in 2009. Zumstein’s primary responsibilities in that position focused on dispersed recreation, travel management, roads, trails, wilderness, winter sports and artillery program for avalanche control.

He was promoted in 2014 to the Salt Lake Ranger District’s Recreation Staff Officer position, then two years later accepted his first District Ranger job on the Grand Mesa-Uncompahgre-Gunnison National Forest’s Norwood Ranger District in southwest Colorado.

“I am excited for the opportunity to serve as District Ranger for the Carson Ranger District. I look forward to getting to know district staff, as well as the amazing landscapes we are responsible for stewarding,” said Zumstein. “I am eager to continue the development of strong relationships with local governments, partner organizations, and external stakeholders, as we promote collaborative and creative approaches to land management.”

Zumstein earned a Master of Science in Forestry from Michigan Technological University in northern Michigan and a Bachelor of Arts in Communications from the University of California at Davis in northern California. He and his wife and two children are looking forward to relocating to Carson City and being closer to family in California. He will report to work at the end of September.

He succeeds Irene Davidson. Davidson recently retired after nearly 31 years of federal service, 28 years with the Forest Service, and five years on the Carson Ranger District.

The Washoe County Regional Medical Examiner's Office has identified a Carson City man who died in a vehicle crash Sunday near Gerlach.

Lonnie Richey, 61, was the lone occupant of a pickup that crashed head-on into a motorhome on Sunday and died at the scene, the examiner's office confirmed Monday.

According to Washoe County Sheriff's Office spokesman Bob Harmon, the pickup was traveling southbound on County Road 34 when the pickup crossed the double yellow lines and struck an RV occupied by two persons that was traveling northbound in the northbound lane. The accident was reported just after noon on Sunday.

The sole occupant of the pickup, Lonnie Richey, was declared deceased on the scene. The two persons in the RV suffered minor injuries and were treated at the scene, said Harmon.

The Washoe County Sheriff's Office is investigating to determine what caused the driver to drift and cross the double yellow lines.

Drugs or alcohol do not appear to be a factor, but fatigue may be a factor, said Harmon.

The fatal crash had forced closure of The "Y" at State Route 447 and County Road 34, where thousands of vehicles were making their way to Burning Man festivities in the Black Rock Desert. The road was closed for around 5 hours.
