Nevada governor signs $5 tourist surcharge at Lake Tahoe in Douglas County

A new law was signed by Nevada Gov. Steve Sisolak that establishes a $5 tourism fee on the per-night rate for rental lodgings in the Lake Tahoe, Stateline area of Douglas County. The new law takes effect July 1 and had bipartisan support at the conclusion of the Nevada State Legislature.

Senate Bill 461 was signed into law on June 5 and had the support in both houses. The new surcharge — levied only within the Tahoe Township — will generate funds that can be used to cover the majority of the cost of building a new, multi-use event and convention center and for maintenance.

Additionally, several local businesses and organizations such as the Tahoe Douglas Visitors Authority and the Carson Valley Chamber of Commerce supported the legislation.

“The passage of Senate Bill 461 creates an important revenue stream, paid by overnight visitors to the Lake, that is necessary for a future multiuse event center,” said Bill Chernock, Executive Director of the Carson Valley Chamber of Commerce. “This is a major step in bringing us closer to diversifying our local economy that will benefit all of Douglas County.”

Carson City detectives: Female pedestrians confronted in 3 separate incidents

UPDATE 445PM: A male driver of a white van with matching plates was detained Tuesday afternoon after a citizen reported the van at the Quick Stop at 3006 North Roop Street. The man was being questioned and the van was being towed.

Carson City Sheriff’s Office detectives are investigating three separate suspicious incidents during the past few days involving confrontations between pedestrian females and possible solicitations.

The first incident occurred in the area of the Governor’s Mansion in Carson City on Saturday, June 8, 2019. The juvenile reporting party described a black four door sedan pulled up next to her while she was jogging and took a picture of her.

A video from the security cameras in the area showed a black BMW four door sedan was driving by the reporting party at the time she was jogging in the area. The same reporting party said a black four door sedan was seen driving by her residence on June 10 in the central west side of Carson City.

The second incident was on Sunday, June 9, 2019. The female reporting party said a white Dodge van with California plates of 62242K2 followed her to the Jacksons Gas Station located at 1615 E. 5th.

The male driver solicited her for sexual favors and caused a scene inside the business attempting to get her to leave with him. Detectives identified the owner of the van who is currently in custody at the Carson City Detention Facility on unrelated charges prior to June 9.

He has been cooperating with detectives and has identified the male subject who was driving his van the day of the gas station incident. The male is identified as Adam Autry and detectives are in the process of attempting to contact him.

The third incident was on Monday, June 10, 2019 at around 4:30 p.m. The female reporting party told detectives she was walking in the area of Carmine Road and Airport Road when a gray or brown van pulled in front of her. She said two younger male adults got out of the van and attempted to get her to leave with them in the van.

The reporting party is not able to provide us with any further description on the van at this time and we are still attempting to verify the sequence of events surrounding this incident. The description on the subjects does not match the June 9 incident at the gas station.

Detectives are actively investigating all three incidents. Anyone with information on the White Dodge van with California plates of 62242K2 or the Black BMW sedan are encouraged to contact Detective Morgan Tucker 775-283-7858, Captain Brian Humphrey 775-283-7851, or our Communications Center at 775-887-2008.

UPDATE: 17-year-old runaway located, according to Carson City Sheriff's Office

UPDATE WEDNESDAY: The Carson City Sheriff’s Office announced that Bryce Kent and the outstanding Toyota Camry have been located. The juvenile and the vehicle were released back to his parents by Washoe County deputies.

The Carson City Sheriff’s Office Investigation Division is asking the public for help locating a 17-year-old runaway juvenile who is believed to be in possession of a stolen car.

On Sunday, June 9, at around 7 p.m. Bryce Kent ran away from his residence in Carson City. His whereabouts are unknown at this time, said Carson City Sheriff's Office Detective Christopher Rivera.

Bryce should be in possession of a stolen green 2004 Toyota Camry with Nevada plates 559UJP. Bryce is described as a caucasian male, 5 feet 8 inches tall and 150 pounds. He has brown hair and blue eyes. There was no clothing description available. Scroll and click on to enlarge available photos of Bryce.

Bryce has been entered into the National Database a runaway juvenile. In an unrelated case, Carson City Sheriff's investigators are also asking the public’s assistance in locating a runaway 13-year-old female. Trinity Cole was last seen on June 8 in Carson City. Trinity is believed to still be in Carson City.

War will erupt onstage at Reno’s Biggest Little Street Party

The quintessential street band will play the Biggest Little Street Party in the World.

War will be the final band to perform Saturday at the Great Eldorado BBQ, Brews & Blues Festival, firing upon the Fourth Street Stage at 6:30 p.m., an hour after Elvin Bishop’s Big Fun Trio play from the Third Street Stage.

“We are going to make sure that we have a chain and pull everybody around the corner because we are WAR — We Are Ready,” said Lonnie Jordan, the remaining founding member from the pioneering world-beat band that started in the 1960s. “ I want you to inform people to bring plenty of water because it’s going to be hot, and I’m not talking about the weather, I’m talking about our stage.

Carson City detectives arrest suspect in van for attempted kidnapping, stalking and threats

Carson City Sheriff’s Office detectives received a tip from a citizen concerning the White Dodge van with California plates of 62242K2. Detectives located the white van and suspect Adam Autry at QuickStop Gas Station located at 3006 N. Roop Street at 4:13 p.m. Autry was taken into custody after further investigation and the van is being held for investigation.

Capital City Arts Initiative presents 'New Crop 2019' exhibit. 8 a.m. to 5 p.m. The Capital City Arts Initiative presents its exhibition, "New Crop 2019", by artists Mark Combs and Frances Melhop at the CCAI Courthouse Gallery. The Courthouse is located at 885 E Musser Street, Carson City. The reception and the exhibition are free and the public is cordially invited. The gallery is open Monday through Friday, 8 a.m. to 5 p.m. Sculptor Mark Combs gives viewers two approaches to his metalwork. His earlier distressed metal car-part sculptures are ornamented with soldered rods and bolts reflecting a ruptured system both socially and figuratively. His carefully hammered bone pieces came into shape after hours of forging as a nod to death and celebrations of life. Photographer Frances Melhop documents aging rural structures with classic color photography. In Vanish, her printed enlargements of unnamed 19th century portraits on silk are elevated to fly across our vision like fleeting memories.

Open Studio Painting at the Brewery Arts Center. 9 a.m. Work on your own paintings from subject matter you chose for yourself. The instructor will provide one on one instruction throughout the class. Students may use oil, acrylic, or watercolor paint. Dry media is also welcome. Bring your own supplies and source materials (such as photographs or drawings you wish to paint). This in an open enrollment drop in class so there is no need to enroll in advance. Classes: 9:00-12:00 or 12:30-3:30. $25 per session or $40 for the day, payment made to instructor. Tot Trek Guided Hike offered through Carson City Parks, Recreation and Open Space. 10 a.m. to noon. Would you like to meet other parents in Carson City? WNC Continuing Education offers Zumba class. 5:45 p.m. Zumba is a dance form and aerobics fitness program. Zumba involves dance and aerobic movements performed to energetic Latin and pop music from countries around the world. The choreography incorporates hip hop, soca, samba, salsa, meringue and mambo. Squats and lunges are also included. Students should wear comfortable clothing and tennis shoes, and bring a towel, water and a positive attitude! Dance Workshop for Couples at Yaple's Ballroom. In this beginner level workshop you must have a partner in this class, we will not be rotating. It can be a friend, husband, wife, boyfriend or girlfriend, you just have to have a buddy with you to be your partner. We are going to learn the style of dance of Night Club Two Step and some other exercises that will help you with your connection to your partner. $20. Capital City Arts Initiative presents 'The Lay of the Land' at Carson City showing. The Capital City Arts Initiative presents an exhibition, "The Lay of the Land," by artist Fred Howland in the Community Center’s Sierra Room, 851 E William Street, Carson City. The exhibition runs now through June 30, 2019. Howland’s passion is to create a sense of time and place through his photographs. He returns to favorite sites to work, like Hope Valley and Genoa, returning to take repeat images in different seasons and lighting. His interest in landscapes go back to his New England roots where he was more comfortable in the outdoors than in school classrooms. The Sierra Room is open to the public during Carson City official meetings including the first and third Thursdays, 8 a.m. to 5 p.m. and many afternoons, Monday through Thursday, 5 to 8 p.m.

Partnership Carson City offers free Naloxone training course Thursday

The public is invited to a free course at the Partnership Carson City office to learn life-saving measures when faced with possible overdose.

The 30-minute class will teach participants how to use the nasal spray Naloxone, a drug that can reverse the effects of an opioid overdose. The course will be 10:30 a.m. Thursday at Partnership Carson City, 1925 N. Carson St.

Hannah McDonald, director of Partnership Carson City, said the training is valuable for almost anyone.

“Naloxone is not just for the addict,” she said. “It’s for anyone who has opioids in their household. It could be used to save the life of someone who has accidentally ingested it, such as a child or even a pet.”

Participants will leave with a sample of Naloxone as well as a kit for safe disposal of prescription and other drugs in the home.

Author to lecture on Carson City Mint assayers Saturday

You may know that the Carson City Mint produced coins bearing the famed CC mint mark, but did you know it was a United States assay office?

Learn about this history of the Carson City Mint at 11 a.m. Saturday, June 15, at the Nevada State Museum, 600 N. Carson St. in Carson City. Paul Franklin, a retired semiconductor industry executive and frequent lecturer at Stanford University, will talk about Carson City Mint assayers and their role in analyzing and refining gold and silver.

Franklin is the author of “Anatomy of an Ingot,” which follows the careers of three mining engineers and assayers who figured significantly in Nevada’s early silver mining boom, and he also speaks locally on history topics.

Seven U.S. Mints were established by Congress to receive, analyze and refine the gold and silver from the various mining districts. They were authorized to coin the metals to meet the monetary needs of a growing nation.

However, the U.S. Mints were not enough to meet all the local mining output, so the government approved eight more dedicated regional assay offices that analyzed and purified the precious metals but did not produce coinage. The Carson City Mint was the last mint to be established, and even after halting coinage operations, continued as a U.S. assay office.

The Carson City Mint turns 150 in 2020; the Nevada State Museum currently is celebrating the sesquicentennial with a regular program held on the third Saturday of each month on a different topic of the Mint’s history, followed by a demonstration of Coin Press No. 1. Museum visitors can purchase a silver blank in the museum store for $60 and see it minted on the historic machine.

This Saturday, the museum will continue to mint the popular USS Nevada medallion from noon to 4 p.m. Also, Nevada State Museum Curator Bob Nylen will lead 1870 Mint Building Tours at 10 a.m. and 1:30 p.m. Regular admission, free for members and children younger than 17. Coeur Rochester, Inc. is a sponsor of The Nevada State Museum’s Mint 150 Celebration.

Carson City pre-kindergarten classes earn 3, 4 and 5 star ratings in QRIS results

Pre-Kindergarten programs in the Carson City School District are celebrating rewarding results from the latest Quality Rating and Improvement Systems scores. Fremont Elementary earned a 3-star rating; Mark Twain Elementary, Bordewich Bray Elementary and Student Support Services all earned a 4-star rating, and Empire Elementary earned a 5-star rating.

QRIS is a rating and assessment system designed to assess early childhood programs, provide incentives to improve them, and communicate their level of quality. The five components of QRIS are: (1) standards, (2) accountability measures, (3) program and practitioner outreach and support, (4) financing incentives, and (5) parent and consumer education efforts.

“On a scale of 7, an indicator of 3 would be good, an indicator of 5 is excellent and very difficult to achieve,” said Laura Austin, Ed.D., director of the Title III, English Learner Program and Pre-K Development Grant Support for the Carson City School District. “Daily research based work efforts with a focus on students does pay off.”

Serving chimichangas at Carson City's El Charro Avitia for 36 years and still loving it

In an era where longevity on a job might be five years — or in the case of Millennials — two years, it’s uncommon to find employees sticking with a private-sector job for over 36 years. You might expect longevity in the public sector because of the retirement carrot, but in the private industry, job hopping is the norm.

It is even rarer to find someone sticking with a job in the service industry for long since most of those jobs attract those who consider a service industry job as short-term until a better employment opportunity comes along.

That may be true in most places, but at the iconic El Charro Avitia Mexican Restaurant in south Carson there are a number of employees who have been with the restaurant since it opened 42 years ago – and not all of them are family.

Take Pam Ventling and Jo Ratledge. Both have been servers — or, let’s use the old fashioned word waitresses — at El Charro’s since the early 1980’s. Both started part-time in 1983 and have served multiple generations of the same customer families in those 36 years. Both strongly assert they love their job today as much as they did 36 years ago and attribute their love of work to the Avitia family and how the owners respect and treat their employees and customers.

Ventling primarily works the day shift and Friday evenings. She’s also a manager. If she’s on duty, you can’t miss her. Her sassily cut white hair, red lips, and energy attracts your attention immediately. Watching her buzz from table-to-table is like watching a well-rehearsed dancer. At 67, she has the energy of someone much younger and you can sense immediately that this server truly does love her job.

She is all about old-fashioned customer service. “I treat my customers the way I wish to be treated,” is her motto. Further adding, “In today’s world, customer service seems to be a relic of the past. I am of the old school that the customer is always right and go out of my way to make sure every diner has a positive experience.”

Ventling has quite the following who ask to be seated in her section. One of her major strengths as a server is to connect with her customers. In a sense, she has become “family” to those who ask to be seated in her section. For her, good service and friendliness “is not just about the tip, it’s about loving to serve clients.”

Jo Ratledge also has quite the following. She first joined the Avitia family to supplement her full time desk-job income after having worked part-time at other businesses and while earning her AA degree from WNC. “When I first started working 16 hours a week as a waitress here, I earned more than what I made working at my 40-hour desk job.”

She quit the 40 hour job and reduced her weekly work hours from 56 to 30 hours and has never looked back. Jo is the one with the blonde waist-length braided hair you can’t miss.

Ratledge commented that almost 90 percent of the customers she serves are repeat customers from all across the region including Reno and Lake Tahoe.

Ventling chimed in by adding, “We have so many repeat customers because all the food served here is fresh and homemade.” Both attest to the quality of the food and enjoy eating their meals there during their shifts. What’s the most popular dish? According to Ventling, it’s the chimichangas. Ratledge recommends the shrimp fajitas.

How much longer will these two long-time waitresses work at El Charro’s? Ventling replied, “I will work as long as all my moving parts allow me to do so.” Ditto for Ratledge, adding, “I have never been ashamed to tell people I am a waitress.”

Rare is the employee who can put on a happy face pushing aside the challenges of the day before entering their place of work. Ventling asserts she does so and when she walks in the door of El Charro’s, she leaves the past behind and goes about the business of cheerily serving customers who can sometimes be demanding. Both are consummate professionals and look forward to their shifts and serving their customers.

Carson City Sheriff's Office looks to recruit for its Volunteers in Partnership program

The Carson City Sheriff's Office is expanding its Volunteers in Partnership program and is looking for local residents to assist and participate. Also known as VIPS, the sheriff's office is looking for volunteers to assist in citizen patrol, administrative support, front counter reception, and the jail visitation program.

The Sheriff's Office is also looking for a volunteer ordained minister with a confirmation letter from a parish to assist in chaplain duties.

Those interested are invited to schedule a ride along or plan time with a volunteer to see if the program would make a good fit.

This program is for residents 18 years of age or older who have an interest in assisting law enforcement and providing community service by providing an opportunity to volunteer as VIPS and serve through the Carson City Sheriff’s Office. This important partnership between CCSO and residents is designed to make the community a safer, better place to live.

Volunteers will be subject to a background check and should be willing to commit to at least 8 hours a month. However, there may be times when specialized tasks require additional hours. Volunteers receive training in various law enforcement and related functions that include: Detention, records, radio training as well as crime prevention and citizens patrol. There’s also the VIPS for Vets program.

Happy Wednesday, Carson City! Say hello to Clive, our newest Pet of the Week. Clive is a two year old, cute as heck Chihuahua mix, and he’s ready to find his forever home!

Let’s learn a little about Clive from Clive himself:

“Who's a good dog? Me, of course! I love playing, chasing balls, going on walks and being active. I'm a social butterfly and want to be around my people and I'm eager to please. I'm looking for a person who will take me on my walks, toss those balls, and rub my belly, are you that person? If so, adopt me today!”

You can stop by and visit with Clive before obviously taking him home by visiting the Carson City branch of the Nevada Humane Society, located at 549 Airport Road. The facility is open from 8 a.m. to 6:30 p.m.


New Starbucks to be built in South Carson City next to proposed Chick-Fil-A

According to the building permit division, another Starbucks is set to move in to Carson City, making it the 7th of its kind.

The new business is set to be built at 4881 Cochise Street, just north of where South Carson Street and the end of the freeway meet. This is also the proposed building site for the Chick-Fil-A the division announced last August.

At this time, the building permit is under review. It is unknown at this point when construction on the new coffee shop will begin.

Carson City Fire Department called to Highway 50 Spooner for fully engulfed vehicle fire

Carson City Fire Department was called late Wednesday morning to a fully engulfed vehicle fire in the westbound lane of Highway 50 West on the valley side, around a mile past Golf Club Drive.

The call came into dispatch at 11:23 a.m. regarding a vehicle fire. First responders arriving on scene reported that all occupants were out of the SUV and that the vehicle was fully engulfed in flames.

Traffic was diverted around the incident. There wasn't any spread to nearby vegetation and firefighters were able to get it under control within minutes of arriving. The incident was turned over to the Nevada Highway Patrol for investigation.

Motorists can expect delays.

Calling all artists: Spirit of America show kicks off Saturday at NAA's Carson City gallery

The Spirit of America art show, an annual event through the Nevada Artists Association, will launch this Saturday, June 15 at its Carson City gallery.

Artists are welcome to submit their work for show and can drop their art off at the Gallery from 10 a.m. to 1 p.m. this Saturday at the Brewery Arts Center, 449 King Street in Carson City.

The name of the show is Spirit of America but you do not have to follow the theme. The show runs until July 26. This is a judged show with ribbons for the Spirit of America winner, and 1st, 2nd and 3rd place and honorable mention winners in each category.

Cash prizes for Spirit of America ($100) and 1st place ($50) in each category will be awarded. There must be a minimum of 5 entries in a category for judging. Categories having less than 5 entries may be combined into an "Other" category.

The reception and awards presentation will be Saturday, June 22 from 2 to 4 p.m.

Artists may enter up to 3 entries, 2 may be photographs. The entry fee is $10 for the first piece, $5 for the second piece and $5 for the third piece. Be sure to tell non-members to enter, however they pay $20/$10/$10.

Voting for People's Choice will begin as soon as the show is hung and go until July 26 at 4 p.m. The winner will be awarded $50 and will have their entry displayed through the next show. This means double the time to try and sell it.
