Wreaths Across America returns in December to Carson City's Lone Mountain Cemetery

Lone Mountain Cemetery in Carson City will again be a location for the 2018 national “Wreaths Across America” remembrance event on Dec. 15, organizers announced this week.

Each year, the national non-profit organization coordinates wreath-laying ceremonies at Arlington National Cemetery as well as more than 1,200 locations across the U.S., at sea and abroad. Last December marked the inaugural event of Wreaths Across America in Carson City and was organized by the Carson City Squadron of the Civil Air Patrol.

Numerous volunteers of all ages participate by placing wreaths on veterans’ graves, thanking them for their service with a salute and moment of silence.

There are more than 1,700 veterans buried at the Carson City Lone Mountain Cemetery.

Wreaths Across America partners with like-minded organizations that share common missions and goals to build awareness for the service and sacrifice of our men and women in uniform, and that of their families.

Tiffani and Bailee's 6th Sealed Toy Drive underway, drop off boxes throughout Carson City

Tiffani Barber was diagnosed with stage four brain cancer on Dec. 8, 2012. For those of you who didn't know Tiffani, all she ever wanted to do was help people.

So it was no surprise to those closest to her that when the social worker assigned to her case asked her what she needed, Tiffani replied with, "How can I help?"

After much discussion, she found out that Lucile Packard Children's Hospital was in grave need of sealed toys for the children who have no immune system and have to have brand new toys. They couldn't even leave their hospital room.

Tiffani got busy calling her sister, Bailee, to put out boxes all over Carson City to collect toys, while Tiffani got busy spreading the word on social media from her hospital bed.

Tiffani had one wish: It was to please keep this Toy Drive going after she passed. That's exactly what her sister, Bailee, and family have done.

Carson City sheriff's deputies make multiple DUI and warrant arrests

A 44-year-old Carson City man was arrested Sunday, 1:20 a.m. for suspicion of a second DUI, obstructing an officer, driving on a revoked license and probation violation, a sheriff’s deputy said.

According to the arrest report, a deputy observed a man stop his vehicle alongside a building and not in a designated parking lot and then move toward a closed facility. The deputy utilized his loudspeaker and asked the man to stop multiple times. The man continued to walk toward the south end of the building and then took off running. The officer chased and caught the man.

He provided a deputy with a driver’s license, which a records check showed the license had been revoked after a DUI conviction in June 2018. The man had a strong odor of alcohol on his breath. The deputy asked the man if he had been drinking. The man replied he had. He refused to participate in field sobriety tests but provided a preliminary breath test of .165. He was arrested for suspicion of a second DUI. At jail he provided evidentiary breath test with results over the legal limit of .08. Bail: $4,186.

In other arrests:
— A 25-year-old Carson City man was arrested early Monday for suspicion of DUI and failure to maintain a lane after crashing into a fence pillar in the area of Northridge and Wilma Drive, a Carson City sheriff’s deputy said.

According to the arrest report, deputies were called at 12:18 a.m. to the area for a single vehicle accident. The reporting party stated the driver hit her fence pillar and there was only one person inside the vehicle. The reporting party also stated the driver was possibly intoxicated.

Upon arrival the deputy observed a silver Subaru crashed into a fence pillar. The vehicle was facing east on Northridge. The right front side of the vehicle was lifted onto the pillar. Both front tires were completely off the ground.

A deputy spoke with the suspect who was outside the vehicle who admitted he was the driver of the vehicle and the sole occupant. The officer could smell an odor of alcoholic beverage on the man’s breath and observed slurred speech. The man agreed to participate in field sobriety tests. He provided a preliminary breath test of .106. He was arrested for suspicion of DUI. At jail he consented to a blood draw. Bail: $1,224.

— A 22-year-old Mound House man was arrested early Saturday, 2:10 a.m. in the area of Centennial Park Drive for suspicion of DUI, a sheriff’s deputy said.

According to the arrest report, a deputy observed a Jeep in the area of the Centennial Park baseball fields with its lights on, engine running and a door open. The officer went to the vehicle and observed the suspect was holding a Four Loko alcoholic beverage in his hand and was passed out.

The officer attempted several times to wake the man. Eventually he did wake up and smelled of alcoholic beverage and had extremely thick, slurred speech. The deputy asked the man to turn off the vehicle, which he complied. The deputy also asked the man what he was doing. The man replied “drinking and driving,” the arrest report states. He agreed to standardized field sobriety tests and showed signs of impairment.

He provided a preliminary breath test with a .216 result and was arrested. He was read the voluntary evidence request for breath test or blood test. The man stated he wanted to speak with his attorney. The sheriff’s office contacted the District Attorney’s Office and asked for a search warrant for the man’s blood for a DUI test. The warrant was approved by a judge and the man provided a blood draw. Bail: $1,137.

— A 48-year-old Carson City man was arrested Friday, 11:53 p.m. at a bar in the 100 block of Telegraph Street for misdemeanor suspicion of trespassing. According to the arrest report, the man had been trespassed from a bar in the 300 block of North Carson Street and would not leave.

When officers arrived the man had left the bar and was located at another bar. The bar on North Carson Street had asked the man be arrested for trespassing. The man told deputies that he thought it would be OK to return to the bar and thought the original trespass lasted 6 months. Bail: $212.

— A 53-year-old Carson City man was arrested Saturday, 12:11 p.m. in the 5200 block of Highway 50 East for a misdemeanor violation of an extended protection order. Bail: $3,000.

— A 20-year-old Carson City woman was arrested Sunday, 6 p.m. for two misdemeanor warrants for traffic violations. Bail: $370.

— A 31-year-old South Lake Tahoe woman was booked into jail Sunday, 6 p.m. for three misdemeanor warrants: failure to appear for a traffic citation, failure to appear basic speeding, failure to appear speeding in a rural area. Bail: $485.

— A 70-year-old Carson City man was arrested Saturday, 1:38 p.m. in the 1600 block of Medical Parkway for a misdemeanor warrant alleging battery. The warrant was issued July 6, 2018 out of Carson City Justice Court. Bail: $500.

— A 23-year-old Carson City man was arrested Saturday, 12:23 p.m. in the 1800 block of East William Street for a misdemeanor violation of suspended sentence warrant issued out of Reno Municipal Court. Bail: $5,000.

All subjects are innocent until proven guilty in a court of law. The policy of Carson Now is to name anyone who is arrested for a felony offense.

Carson City road report: I-580 from Carson City to Washoe Valley to close Nov. 17-18

Here is the Carson City area road report for the week of Nov. 12-18, 2018. Road closures expected at the following locations due to road and utility work:

Interstate 580 road closure for emergency repairs. Full road closure from I-580 Exit 50 (Old US 395) south to Exit 39 (U.S. 50 East Dayton/William Street) will happen Saturday Nov. 17, 7 a.m. to 1 p.m. and Sunday, Nov. 18, 7 a.m. to 1 p.m.

The closure includes all on and off-ramps and frontage roads in the north Carson and Washoe Valley Area.

Highway traffic will be detoured through Virginia City (S.R. 341) or Lake Tahoe (S.R. 50). Motorists are encouraged to plan accordingly. No through traffic will be allowed through Hobart Road or Eastlake Boulevard areas.

Drivers are asked to plan to travel the interstate well before or after the closure times on these dates, or to utilize other state highways.

— Clear Creek Avenue will be closed between Center Drive and Snyder Avenue, Monday through Sunday, all hours.

Meanwhile, work will continue on the Downtown Curry Streetscape Project. For specific details regarding traffic impacts as a result of the project, please refer to www.carsonproud.com for more information. This source will be updated weekly throughout the duration of the project.

Lane restrictions are expected at the following locations due to road andutility work:
— North Carson Street northbound lanes will be closed near the intersection of Arrowhead Drive and Carson Street, Saturday and Sunday, 7 a.m. to 1 p.m.

— Fifth Street will have reduced lanes between Stewart Street and Saliman Road, Tuesday and Thursday, 9 p.m. to 5 a.m.

— Kings Canyon Road may have lane restrictions between Canyon Drive and Custer Circle, Monday through Thursday, 7 a.m. to 5:30 p.m. Expect delays on Wednesday and Thursday.

— South Edmonds Drive will have intermittent single-lane closures between Fairview Drive and Lompa Lane, Monday through Friday, 7 a.m. to 5:30 p.m.

— College Parkway will have reduced lanes between Research Way and Executive Point Drive, Tuesday and Wednesday, 7 a.m. to 5:30 p.m.

— College Parkway will have reduced lanes between Retail Drive and Research Way, Wednesday through Friday, 7:00 a.m. to 3:30 p.m.

— Nichols Lane will have reduced lanes between U.S. 50 and Carmine Street, Monday through Friday, 7:30 a.m. to 5:00 p.m.

— Old Hot Springs Road will have reduced lanes west of Research Way, Monday through Thursday, 7 a.m. to 5:30 p.m.

— Arrowhead Drive will have reduced lanes between Emerson Drive and Goni Road, Monday through Thursday, 7 a.m. to 5:30 p.m.

Carson City Salvation Army to host annual Turkey Drop drive this Friday

The Salvation Army serving Carson City and Douglas County is in need of turkeys for needy families in the area this holiday season and will host its annual turkey drop this Friday at Max Casino.

Each year hundreds of needy families depend on the Salvation Army for their Thanksgiving Dinner. The Salvation Army will be rounding up turkeys at MAX Casino, 900 S Carson Street in Carson City from 6 a.m. to 6 p.m. on Friday, Nov. 16.

The Turkey Drop will be broadcast live on 99.1 FM Talk. The Salvation Army will accept turkeys and monetary gifts, so go see them and bring a bird to help feed those in need this Thanksgiving! No live turkeys please, frozen birds only.

Carson City supervisors to decide sheriff's office Traffic Enforcement Program re-start

Carson City Board of Supervisors will hear of plans Thursday to expand the sheriff's office by re-implementing the Traffic Enforcement Program, which was suspended eight years ago due to budget cuts because of the recession.

The meeting will take place on Thursday, Nov. 15 at 8:30 a.m. in the Carson City Community Center’s Sierra Room, located at 851 East William Street.

Prior to 2011’s budget reductions, the Sheriff’s Office staffed a full time Traffic Enforcement unit consisting of four full-time employees. From 2004 to 2010, there was a 55 percent reduction in traffic accidents as a result of the full-time unit enforcement and education efforts.

Since 2011, traffic accidents have increased by 66 percent, and DUI’s have nearly doubled, according to data from the sheriff's office.

"It has been 8 years since this program was eliminated. We have all seen the horrific accidents on our roads and at our crosswalks over the past few years. Our data has shown us traffic enforcement does work," said Carson City Sheriff Ken Furlong.

At least two positions are needed to restart the program, with a possible third position added later, said Furlong.

Also on the agenda:
— A proposal to end the Senior Citizen’s Assistance Program for the payment of sewer use fees and water service and commodity charges will be discussed at the November meeting.

The proposed ordinance repeals in its entirety Chatper 12.04 of Title 12 of the Carson City Municipal Code, which sets forth provisions for applying discounts in certain utility rate payments for senior citizens based on household income.

Instead, there is a proposed provision which would provide all residential ratepayers with payment assistance based on the federal poverty guidelines regardless of age, with such assistance to be made on a first come, first served basis.

— A five-year lease agreement for a new office space to house the Carson City Health and Human Services’ Women, Infants, and Children program will be discussed at the Nov. 15 meeting.

The current WIC clinic is being housed in the Douglas County Community Center, and is managed by Carson City Health and Human Services.

For several years, the space has met the requirements established by the State of Nevada WIC program. However, the landlord recently requested that the clinic be downsized, which would make the clinic fail to meet the state requirements.

For the remainder of 2018 and 2019, the cost would be just shy of $10,500, which would be reimbursed by the WIC grant.

— The Board will also discuss purchasing radio equipment through the Nevada Shared Radio System Purchase Agreements with Harris Corporation, for a total amount of $500,000.

According to the proposal, Washoe County and NDOT have executed contracts with Harris Corporation in association with the Nevada Shared Radio System P25 improvements.

The new contracts provide for significant savings over previously approved joinder contract rates (72.2 percent discount vs 30 percent discount).

Public works is requesting approval to purchase directly from Harris Corp. through joinders to these contracts in order to realize significant savings.

String Cheese Incident plays Feb. 21-23 at Tahoe’s MontBleu

Celtic Music Series at Carson City's Brewery Arts Center returns Saturday with Blarney Man

The Brewery Arts Center in Carson City will feature the return of Blarney Man this Saturday as part of the Celtic Music Series.

This one-night-only engagement will be in the Maizie Harris Jesse Black Box Theater at the BAC, 449, W. King St., in Carson City. The show begins at 7 p.m.

Keith Shannon, the Blarney Man himself, is a one-man encyclopedia of favorite Irish ballads and sing-alongs. Jovial and personable, Shannon taps into the rich Irish history of storytelling through song, drawing from traditional and contemporary sources to create a delightful evening of Irish, Scottish and Celtic songs that will have you humming and whistling on your way home.

Shannon is currently playing extensively throughout the Midwest and the Pacific Northwest. Last year, he entertained a near-capacity crowd in the MHJ Black Box Theater and is excited to return to the Brewery Arts Center.

“Blarney” is defined as smooth, flattering talk; often nonsensical... and so it is with the Blarney Man; smooth, flattering song, which is often nonsensical.

Keith Shannon will entertain you with songs and stories with a presentation of Irish, Scottish, and Celtic music. The music is inviting and you'll find yourself singing and clapping along in short order. His passion and love of the music is contagious. Keith explained, “If you are Irish, you will find yourself home again — and if you are not, you soon will be!”

Generous but useless donations flood wildfire evacuation centers. Here's what to send

When evacuation centers aiding California residents fleeing the rapacious Camp Fire put out a call for donations, people responded. And responded, and responded, and responded.

Now center coordinators are asking donors to stop sending supplies, reported The Redding Record-Searchlight.

“We have buildings full of stuff,” said Kathy Ingvoldsen at the Butte County Fairgrounds, according to the publication. “In four hours, we filled up a 5,000-square-foot building full of clothes. They’re stacked up on tables five feet high.”

Carson City and Silver City Become 'Arts and Culture Sister Cities'

Carson officials to accept proclamation from Silver City on Nov. 13

SILVER CITY, Nev. — Carson City’s recognition of the importance of arts and culture to a thriving community is very much in line with that of nearby Silver City. The Comstock town is known as an "Arts and Cultural Resources Production Center" due to the work residents have contributed in the fields of arts and cultural resources.

With a similar focus on supporting arts and culture, Carson City's detailed Arts and Culture Master Plan defines culture “as everything from language, oral traditions, history, ethnic heritage, music, visual arts, folk arts, media arts, film, dance, theatre arts, design, fashion, architecture, foodways, social customs, and community rituals and celebrations.”

Over the years, Carson City has both built and expanded its arts and culture events, programs, and initiatives. However, in the past two years, Carson City has shown an increased dedication to the arts with the hire of Mark Salinas, the city’s first Arts and Culture Coordinator, a cabinet position under City Hall.

Working closely with its Cultural Commission, Carson City has supported some of its most widely known cultural events including annual powwows, a month-long jazz festival, dynamic art exhibitions and lectures in public spaces, and numerous theatrical performances.

It seems a new public revival of the arts is now in session with a new community radio station (KNVC 95.1FM), a popular museum fashion film series, Levitt Amp grants providing free summer concerts, and a National Endowment of the Arts Big Read grant.

Newly acquired public art in the form of wheat pastes and sculptures by such artists as Deon and Trish Reynolds and Mischell Riley join new pop-up installations by local artists in City Hall and the Senior Center. The Carson City Cultural Commission, established in 2008, has even updated its own community profile with the addition of its first Latina, first Native American, and the youngest municipal Cultural Commissioner in the state of Nevada, Mylo McCormick. Collaboration and communication among disciplines and across borders have become the benchmark of success in Carson City.

Historic Silver City, located about 12 miles from Carson within a National Historic Landmark, has a concentration of residents working in the arts and/or career fields related to cultural resources. Over the last 50 years the community of less than 200 people has been responsible for a body of work that has had a demonstrably positive impact on the town, the state and beyond.

Accordingly, in 2014 the Silver City Advisory Board recognized the existing character of Silver City as an "Arts and Cultural Resources Production Center", and formally proclaimed the considerable work residents have contributed and continue to contribute to the production of important work in the areas of arts and cultural resources. The Board also formally recognized the extraordinary support the community has given to give to local arts and cultural resources production, events, and programming.

Today the town has arts and historic preservation groups, a resident artist program that attracts award-winning writers and artists from around the world, and an annual summer arts and science program with public programming such as concerts, exhibitions, poetry readings, art workshops, children’s engineering and science activities, etc.

Following through on a Master Plan goal to “support artists, arts organizations, arts-related businesses and audiences throughout the urban, suburban and rural communities in and around Carson City”, the capital city has consistently promoted Silver City’s many events through their own city’s tourism department, arts coordinator, and cultural commission. Nonprofit arts groups in Carson, such as Capital City Arts Initiative and Carson City Arts and Culture Coalition, and Carson’s community radio station KNVC 95.1FM, have also been extremely supportive of Silver City events and have helped promote them.

Likewise, the Silver City Arts group frequently cross-promotes Carson City’s many arts and culture events, as well as those of Silver City, Virginia City, and Reno/Tahoe, in their monthly e-newletters to arts lovers in the Northern Nevada region. Local volunteers formed the Silver City Arts group in 2014, with the goal of “encouraging the arts, building community, and sharing our unique town through free, public events."

Drawing on the community's own rich resource of artists, they host music, visual arts, and poetry events and programs. They also connect with outside groups to bring programming from visual, literary and performing artists from around the U.S. and the world.

All of these elements: event cross-promotion, enthusiasm for the arts, and a similar view of the centrality of arts and culture to strong communities - came together last month when the Silver City Town Advisory Council recognized Carson City as an “arts and culture sister city” to Silver City.

The proclamation, which will be formally presented to Carson City elected officials and to Carson City's Arts and Culture Coordinator during the Silver City Advisory Board meeting on Tuesday, Nov. 13 at 7 p.m., reads in part, “the Silver City Town Advisory Board proclaims its desire and intention to formally declare Carson City a valued ARTS and CULTURE SISTER CITY in appreciation of Carson City's history of promoting the arts and culture of Silver City and in recognition of our mutual understanding that arts and culture are pathways to maintaining our vibrant communities.”

Tuesday Morning Walk to Mexican Ditch - South hosted by Muscle Powered. 9 a.m. Come and join Muscle Powered for its weekly one hour walks to enjoy Nevada outdoors around Carson City. Meet in the Hidden Meadows trailhead parking area at 965 Buzzy's Ranch Road. Dirt trail. Water and closed-toe shoes required. All walks are 1 to 2 miles with duration of 1 hour with usually negligible elevation gain, and frequently on paved or smooth paths.

Nevada State Children's Home experience featured at state archives monthly brown bag lunch. 12 Noon. The Nevada State Library and Archives Brown Bag Lunch and Archives Appetizer talk for November will be with Bonnie Boice Nishikawa who will share memories of her childhood in the Nevada State Children's Home, where she lived with her brother and sister from 1942-1955. The "Home", also known as fondly as "Sunny Acres," operated in Carson City for nearly 120 years, providing shelter and stability for Nevada's disadvantaged children. The event is Tuesday, Nov. 13, from 12 to 1 p.m. at the Nevada State Library and Archives, 100 North Stewart Street, No. 100 in Carson City.

— November is Diabetes Awareness month. Throughout the month, Carson Tahoe Health will be hosting a variety of FREE classes and events to raise awareness and offer support. All classes and events will be located at the Health & Wellness Institute (1470 Medical Pkwy, Suite 250). Tuesday Evening Conditioning Hike to Carson City Freeway Multi-Use Path hosted by Muscle Powered. 5:30 p.m. Join Muscle Powered for free hikes each week to enjoy Nevada outdoors! Meet in the Multi-Purpose Athletic Center's (MAC) parking lot, 1860 Russell Way. All hikes start at 5:30 PM. For the winter, these hikes are moving onto paved paths in town and will be 3-5 miles long and with duration of about 1-1/2 hours. Water and sturdy boots or athletic shoes required. PLEASE BRING A FLASHLIGHT because it is dark on these walks.

Five-day video clinic to stop smoking. As a lead-up to the American Cancer Society's Great American Smokeout, a free 5-day Stop Smoking Video Clinic will be hosted by Doctor Arthur Weaver. The five night video series runs Sunday thru Thursday, Nov. 11-15, at 7 p.m. each evening in the Carson City SDA Fellowship Hall – 405 College Parkway, Carson City. If you know someone who is in need of putting the tobacco addiction behind them, please help them find us for this very important clinic. The goal is to stop smoking now.

Mile High Jazz Band With Jakki Ford Tuesday at Carson City's Living the Good Life. 7:30 p.m. Enjoy an evening of big-band music with vocalist Jakki Ford on Tuesday, Nov. 13, 7:30 to 9:30 p.m. at Living the Good Life Bistro, 1480 N. Carson Street in Carson City. Admission is free and donations are greatly appreciated.
The program, November Jazz, presents the 17-member Mile High Jazz Band playing favorite and new big-band songs, including “Time Check” and “The Song is You,” with sax, trumpet, and drum solos. Jakki Ford will be featured in “Just Friends,” “Orange Colored Sky,” “The Man I Love,” and more. Trumpet player Wayne Theriault, best known for his imaginative instrumental solos, will sing his own arrangement of “Give Me the Simple Life.”

Christmas tree permits available on Carson, Bridgeport ranger districts. Permits to cut Christmas trees on the Carson and Bridgeport Ranger Districts of the Humboldt-Toiyabe National Forest will be available for purchase beginning Thursday, Nov. 1. The U.S. Forest Service Christmas Tree Program is designed for families, businesses, and institutions wishing to cut their own trees for decorating. Christmas tree permits must be purchased in person and are issued on a first-come, first-serve basis for $10 each, with a limit of two trees per household. Permits are nonrefundable and nontransferable, and only valid through Dec. 25, 2018. The Ranger Districts have a limited amount of Christmas tree permits available, and once those allotted permits are sold, no more will be available.

— The Nevada Artists Association (NAA) presents the annual Nevada Day Art Show, now through Nov. 30. Entries in all categories are judged with cash prizes awarded to winners. The NAA Gallery is located at 449 W. King Street in Carson City and is open from 10 a.m. to 4 p.m., Tuesday through Sunday.

Carson City Art Gallery features Show by Erik Holland. 11 a.m. to 5:30 p.m. Celebrate the artwork of Erik Holland. He has worked as an artist his entire adult life. He started painting murals in Fairbanks, Alaska in the 1990's. He then moved to Reno, Nevada, achieving his dream of living in the high desert. He has had a one man show in Reno every year since 2001. The show was born on a desire to depict the many sides of America. Amerika is spelled with a K to denote concern with our troubled times. The images come from the life of artist Erik Holland, starting in 1980, when he painted "Spirit of the Eighties" The show is in fact a retrospective of the artist's life from 1980 to the present. Depio is an artist and an advocate for public art in Las Vegas, Nevada. He was awarded the 2016 Fellowship Grant in Painting by the Nevada Arts Council (NAC). He has worked on various exhibitions and projects with the Nevada Museum of Art, Nevada Arts Council’s OXS Gallery, and UNLV Marjorie Barrick Museum, among others. Milt Abel headlines the Carson Comedy Club this weekend on Nov. 16-17 inside the Carson Nugget located at 507 N Carson Street in Carson City. The doors open up at 7:15 p.m. and the show starts at 8 p.m.

First responders team up for ‘Thanksgiving with a Hero’ at Carson City's Seeliger Elementary

Carson City School District's Nutrition Program will host "Thanksgiving with a Hero" Thursday, Nov. 15, at Seeliger Elementary School.

The Carson City Fire Department, Sheriff’s Department and School Resource Officers will take time to serve, sit and eat with students. Lunch will start at 11:30 a.m. and go until 12:30 p.m.

“The event is designed to engage students with first responders in a positive and safe environment,” said Chris Cooper, nutrition coordinator for the Carson City School District. “It allows them to become acquainted with and feel more comfortable to talk more openly and freely with concerns they may have.”

More than 350 students will be served this Thursday, she continued.
