The Board of Supervisors on Thursday approved two personnel contracts — an amended collective bargaining agreement for the Sheriff's Office sergeants and temporary staffing services through a state joinder contract.

Free parking at Harveys and Harrah’s Lake Tahoe ends on Monday, July 30. Rates will be more expensive during summertime and ski season and during special events, such as an outdoor concert or the weeklong celebrity golf tournament.

During special events and holidays, the cost will be $25 for self-parking and $30 for valet. Machines are being installed this month. Motorists will pay as they exit the lot.

SambaDá was formed in 1998 in Santa Cruz, Calif., by capoeira master Papiba Godinho, saxophonist Anne Stafford, and drummer Gary Kehoe and has gone on to conquer clubs and festivals across the country with its explosive Carnival-like performances. The band is known for its high-energy percussion, danceable grooves and visually dynamic show.

Dubbed the West Coast’s hottest Brazilian band by promoters, journalists and fans, SambaDá musically unites the Americas. Based in the rich musical traditions of Brazil, SambaDá also references salsa and cumbia, and blends them playfully with funk and reggae beats. Brazilian natives Papiba Godinho and Dandha da Hora bring profound knowledge and respect for Brazilian music, and together with the entire band, they present a unique musical sound with a universal appeal.

The public is invited to bring their own picnics, blankets and lawn chairs to the concerts, which will have an open lawn and lot setting. In a return engagement, Sacramento area band, Todd Morgan and the Emblems, will bring 50s, 60s and Rockabilly style music to Dangberg Home Ranch Historic Park at 6:30 p.m., Thursday, July 26.

Todd Morgan and the Emblems is a young four-piece band, led by singer-songwriter and musician Todd Morgan. The band’s music consists of original pop and rock music, along with covers of 50s and 60s Rock-n-Roll and up to present day pop and rock songs. The band has recorded 3 albums.

Todd Morgan is not an Elvis impersonator or "tribute" artist to past rock pioneers. Morgan is a young dynamo of talent and musically organic. He is an artist able to faithfully recreate the genius of such pioneering artists as Elvis Presley, Jerry Lee Lewis and Carl Perkins, as well as Chuck Berry, Little Richard and Ray Charles.

The concert is also funded in part by the Nevada Arts Council, a state agency, and the National Endowment for the Arts, a federal agency.

Hello fellow anglers. If you think you can go up to the higher lakes to get away from the heat, think again. It is hot even way up at the 8,000 foot level.

Make sure to keep plenty of water in your cooler and keep hydrated. Be sure to drink water before you get to hot and if you feel light headed, it may be a the first sign of dehydration. Keep an eye on your self as well as angler around you.

The fishing has been good to fair for most areas. You will see that the California Department of Fish and Wildlife and Nevada Department of Wildlife are getting creative with there fish plants. In Alpine County they planted Frog Lake and Round top lake last week. NDOW has planted Marlette Lake and the east fork of the Carson River above and below the Ruenstroth Dam. This will give you a few more choices to explore in our local area. Here is a small report of our fishing area.

LAKE TAHOE: The early morning bite has been most productive off the Cal/Neva point and the Tahoe City shelf area. Average mackinaw has been in the 1 to 4 pound range with a few in 13 to 15 pound range. Toplinning on the east or the west shore have shown some 1 to 4 pound rainbows. The kokanee have been showing up in various places on the lake, but only in the first 2 hours of daylight. For more information call Blue Ribbon Fishing Charters at 530-544-6552.

CAPLES LAKE: The fishing continues to be good for trollers by the Woods Creek area. The shore fishing has been fair and spotty. Rainbow Powerbait has been most productive off the dam. The boat ramp at the resort and the EID day use area is open. The Caples Lake Resort has a general store for drinks, bait and tackle. They rent motor boats and kayaks seven days a week. RED LAKE: Fishing has been slow, with a few small rainbows coming in on salmon eggs or green Powerbait.

BLUE LAKES: The early morning or evening bite has been most productive. Powerbait or inflated crawlers. Small gold Kastmasters or silver spinner have also been doing fair.

INDIAN CREEK RESERVOIR: The lake has got its weeds back. The lake was planted in June by Alpine County and has been planted by CDFW as well. A little trick to getting those fish the bite is to use a longer leader from 2-4 feet long. This will get the Powerbait floating above the weeds. Salmon peach, rainbow or garlic has been most productive. Throwing a Thomas Buoyant over the tops of the weeds is also a good producer. The campground area has now gone to 60 percent reservations until the end of this calendar year. Next year it will be 100 percent reservation only. This was a decision made by the BLM in joint with the US. Forest Service.

CARSON RIVER WEST FORK CALIFORNIA SIDE: The waters are running very good from Sorensons down to Woodfords. But in a good way. I fished last week and talked with a fellow angler that had the best idea in safety I have seen.
His son was wearing a life jacket while fishing the steep rocky areas. I did not get their names but my hat is off to you dad. There were plenty of fish in the river to go around. Be prepared for the end of July, for I have feeling the rivers will be getting a lot of fish planted. For more information stop by the Creekside Lodge.

EAST FORK CARSON RIVER CALIFORNIA SIDE: I fished up there last weekend. I had many reports of 2 to 4 pound rainbows coming out of the river. Unfortunately the sky had opened up and turned the rivers into chocolate milk for a few days. I tried all the way up to Wolf Creek with no luck. The Wolf Creek Road is now open, but a word of caution. Two miles in is now a one lane road. The river has changed its course and is in some places, non recognizable. Also be prepared for some large rainbows to be planted at the end of July by Alpine County. I did receive a report form a reliable source of an 11 pound rainbow caught recently. JUNE LAKES AREA, GULL LAKE: Gull Lake Marina 760-648-7539. Had two very successful outings on Gull in the past week using the typical floating baits. First trip my fishing buddy "Snapper" got three in the 4-1/2 to 5-1/2 pound range. I got one about 3 pounds. Second trip with Dave (older than me) Wetzel caught and released a ton of stockers. You should have seen the one that Dave "farmed" though.

JUNE LAKE: Big Rock Resort 760-648-7717 and June Lake Marina 760-648-7726. Both Mike at Big Rock and Hillary at June agree that the bite kicked in big time after those t-storms came through and that this is the best Cutthroat season we've had since planted I think around 10 years ago. The Cutts are being caught mostly with Taz Devils trolled with lead core 7 to 9 colors. Oregon Rainbows are showing up 3 to 4 colors dragging Needlefish, Tommy Boys, and others. A group of bait fishermen brought in a 19 pound stringer of Cutts and Bows using Power Bait and nightcrawlers.

GRANT LAKE: No phone. Grant has been a little tough this year mainly for the resident Browns. Lake is near full similar to last year when the fishing was great. The regulars that fish it all summer are at a loss as to why they're not getting more grabs. They can see 'em on their locator's but not much action. I think I'd try a threaded nightcrawler, dodger combination and see how it works. A recent plant of Oregon Rainbows resulted in a 3-1/2 pounder caught yesterday trolling a Smashing Pumpkin 3 colors so maybe things are looking up.

RUSH CREEK: Creek has a nice manageable flow for the rest of the season and is producing good numbers of planted CDFW rainbows with some Oregon Bows that migrate down from Silver Lake and a few resident Browns thrown in. In the Creek I like salmon eggs and nightcrawlers as bait goes. For lures Tommy Boys and Panther Martins. With flies I'd be chucking buggers and hoppers.

SILVER LAKE: Silver Lake Resort 760-648-7525. Silver has a lot of fish in there being caught with all the go to baits, lures, and flies. In addition to the weekly CDFW plants the Resort has dropped in multiple loads of the Oregonians with another due mid August. The key here with floating baits like Tom at the dock says is 5' minimum leader to get above the weeds. Stop in at the store and cafe and take a look at their fish log and grab the best breakfast in The Loop.

BACK COUNTRY LAKES/STREAMS: The back country is prime now for small Brooks and Browns using flies with a fly rod or spin/bubble method and small lures. The following lakes are all reachable on a day hike and the scenery is awesome.

Thick smoke from the Ferguson Fire near Yosemite National Park returned Friday to western Nevada and is affecting air quality in Carson City, Carson Valley, Lyon County and the Lake Tahoe Basin, according to the National Weather Service.

Cities affected by the smoke and haze include Carson City, Reno, Sparks, Minden, Dayton and Silver Springs areas, Truckee, Tahoe City, South Lake Tahoe, Bridgeport, Markleeville, Mammoth Lakes, Yerington and Hawthorne, according to the National Weather Service.

Air quality will be poor again Friday along with reduced visibility. Avoid strenuous outdoor activity and if you are sensitive to smoke, stay indoors.

The air quality Friday morning was "unhealthy" in the Carson Valley, with an Air Quality Index of 137. In Carson City at around 8:40 a.m. the AQI was in the "Moderate" range with a 74. The AQI is an index for reporting daily air quality and the possible associated health effects.

Based on National Weather Service forecasts, NDEP expects air quality conditions may worsen throughout the day.
When conditions cause an “unhealthy” air designation, people with heart or lung disease, older adults, and children should avoid prolonged or heavy exertion. When smoke levels are high enough, even healthy people may experience symptoms, such as coughing, a shortness of breath, chest pain, headaches and stinging eyes.

As conditions change or deteriorate, it is recommended that individuals consider limiting strenuous outdoor activity to reduce the risk of adverse health effects.

People who may be especially sensitive to elevated levels of pollutants include the very young, the elderly and those with pre-existing respiratory problems such as asthma and/or heart disease. Those with symptoms should consider consulting with their personal physician.

Meanwhile, the weather service says thunderstorms are likely around the region this weekend.

The Carson City Fire Department and multiple fire agencies from around the region are holding firefighting training exercises Friday in the area of South Nevada Street. Smoke will be used as part of the exercise.

CARSON CITY — The Supreme Court of Nevada recognized Senior Judge Archie E. Blake for his 30 years of service to Nevada Judiciary at a recognition event Thursday in Carson City. Gov. Brian Sandoval provided a certificate and 30-year pin in recognition of his service to the State of Nevada.

Judge Blake originally took the bench in Department 2 of Churchill and Lyon Counties’ Third Judicial District Court on January 4, 1988. He was elected four times and served until Feb. 11, 2006. Judge Blake became a Senior Judge in 2006. He continues to serve as a Senior Judge today providing leadership to specialty court programs in Northern Nevada.

“Judge Blake is a consummate professional who has been both an innovator and a pioneer in dealing with substance abuse, drugs, and mental health issues alongside Specialty Court pioneers Judge Peter I. Breen and Judge Jack Lehman,” said Chief Justice Michael L. Douglas.

In 2001, Judge Blake started the multi-county/multi-jurisdictional Western Regional Drug Court where he still serves as Senior Judge. He also presides over court for the Washoe County Specialty Courts in Reno.

A Carson City man was arrested Thursday evening for suspicion of felony assault with a deadly weapon and reckless driving, a sheriff's deputy said.

Kevin James Jameson, 21, was taken into custody at 6:08 p.m. in the 4200 block of Furgerson Ranch Road after the victim filed a report with Carson City deputies claiming Jameson had attempted to run her over with his car.

The victim is a friend of Jameson’s wife. She told deputies he did not approve of their friendship. When he saw them driving together, she said he tailgated them, blaring his horn and was driving erratically, the arrest report states.

After the victim was dropped off by Jameson’s wife, she said he drove past her, blaring his horn, turned around in the street and drove directly at her. She said she had to jump out of the way onto a neighbors lawn to avoid being hit, according to the arrest report.

The entire incident was witnessed by a neighbor who also filed a report with deputies.

Jameson claimed he never attempted to hit the victim with his car. He said he had only followed them to make sure his wife was dropping the victim off as she claimed, but said he did turn around and blared his horn at her, the arrest report states. Bail: $20,637.

In other arrests:
— A Carson City man was arrested Thursday, 4:36 p.m. at Walmart in the 3200 block of Market Street for suspicion of felony fraud and misdemeanor violation of bail conditions, a sheriff's deputy said.

John Mark Stephan, 34, allegedly switched a UPC code for a Platinum Microfiber towel with a cheaper towel, saving him $3.66.

According to the arrest report, Stephan was cooperative and intoxicated, but attempted to give the arresting officer a fake name. He said he had been arrested in the Walmart parking lot previously “for pills,” and was out on bail.

After the deputy located Stephan’s identification, he was able to determine Stephan was also in violation of bail conditions, a misdemeanor offense. Bail: $8,000.

— A 44-year-old Carson City man was arrested Thursday at 8:30 p.m. in the 900 block of East 5th Street for first offense misdemeanor domestic battery after allegedly threatening a woman with a knife.

According to the victim’s report to deputies, her husband was intoxicated and became verbally abusive. She said he told her someone should kill her, then shoved her in the chest, and told her he was going to “F her up,” the arrest report states. She said he ran into the kitchen and opened a drawer where they kept the knives, but she ran out of the house before he came back.

The suspect told deputies they had had a “little misunderstanding.” He said he had gone into the kitchen but not to get a knife. He said he went to the drawer to show “he wasn’t scared of her.” Then he said he went to the drawer to scare her, the arrest report states.

He admitted to shoving her in the chest, telling the deputy it was in a playful manner. Bail: $3,137

— A transient man was arrested near Smith’s on a charge of drunken pedestrian Thursday afternoon at 2:19 p.m.

An officer was dispatched to the grocery store for a welfare check. A man was said to be inside the store, falling asleep and falling out of a wheelchair.

When the officer arrived, he noticed a man in a wheelchair in the roadway on Valley Street with multiple people around him. Employees said they had helped him back in his chair and he left, and identified the man in the street. They said he was heavily intoxicated and they were concerned he would have a medical issue being out in the heat.

The report said the man was argumentative and remained in the roadway. He was administered a preliminary breathalyzer test, which resulted in a .251 blood alcohol level, and was taken into custody on the charge of drunken pedestrian. Bail: $72.

Reno Aces pitcher Barry Enright had to use his passport to get back to the Biggest Little City.

Enright’s relief appearance on Tuesday’s comeback win marked his first return in Reno since 2012. His 17 wins with Reno are fourth best in Aces history. Enright, 32, still comes equipped with a 90 mph fastball and 83 mph slider.

Carson City Fire Department and sheriff's deputies were called Friday afternoon to a structure fire in the 2300 block of Star Way in east Carson City.

Multiple 911 calls came into dispatch at around 12:10 p.m., where a fence and shed were reportedly on fire with the threat of flames moving to a residence.

Arriving firefighters on scene reported an active fire on a fence and shed that was moving to a carport. A Carson City Fire Department battalion chief on scene reports the fire was knocked down at 12:16 p.m. One person was transported to the hospital for a medical evaluation.

Motorists are advised to stay clear of the area. Traffic is being re-directed around the residential street.

The cause of the fire is under investigation.

Carson City Fire Department was called Friday afternoon for a report of a trash fire in the area of Highway 50 East near the landfill. The fire has since been contained.

Multiple calls came into dispatch at around 4:08 p.m. regarding a column of smoke in the area of the Carson City Landfill, seen between Mound House in Lyon County and Fairview Drive.

Arriving firefighting personnel reported a trash fire burning and called for a water tender. At 4:32 p.m. a Carson City Fire Department battalion chief reported the fire at the landfill was contained.

Meanwhile, multiple calls came in earlier Friday afternoon for a report of a possible fire in the area off of South Curry Street. Firefighters determined that people were seeing black ash from gusty winds in the area of the Voltaire fire that happened earlier this summer.

Also, there was a reported fire at a Woodside Drive residence at around 4 p.m. in which a child had apparently stuck metal into a socket causing sparks. Firefighters arrived and NV Energy was called. There was not a fire inside the residence, according to firefighters on scene.

Elsewhere, Sierra Front Interagency Dispatch Center reports a 5 acre fire that started at around 2 p.m. that was burning in the China Springs area near Gardnerville. Another fire was reported in the area of Pinenut Road and Blue Sage. Go here for a list of fires burning in the area.

Nearly 50 members of the community gathered to celebrate the 10th anniversary of the Carson City Cultural Commission on Friday at Bliss Mansion.

Lunch and entertainment by flamenco guitarist Milton Merlos was provided by the Carson City Arts & Culture Coalition. WNC Latino Cohort student Teresa Fernandez recited a personal essay about having "True Grit" to accomplish goals.

Cynthia Brenneman provided the venue where guests lounged on the wrap around balcony and took in the flowers, fountains, and decor. At the conclusion of the event custom dessert cookies with the Commission's logo were available for the guests as take-away souvenirs.

Current and past commissioners, as well as the Mayor, City Manager's Office, and representatives from local arts organizations instrumental to the commission's development were invited to the celebratory event which honored the service and contributions of commissioners Peter Barton (2008-2015), Karen Abowd (2008- present), and Jeffrey Scott (2008-2013).

Arts & Culture Coordinator Mark Salinas emceed the event.

"We want to celebrate our gratitude for your past service and long-term dedicated conviction in developing what is now an official city department." said Salinas. "Ten years ago arts and culture were critically important to Carson City's future. And it still is today. It's now part of our community DNA."

Established on July 17, 2008, the Cultural Commission serves as the primary advisory body for the Carson City Board of Supervisors for matters relating to arts and culture. The original commission was comprised of Pete Livermore, Peter Barton, Jeffrey Scott, Stephen Lincoln, Karen Abowd, Jennifer Russell and Linda Deacy.

I have long found it impossible to decide which Carson City event is my favorite: forever waffling between Nevada Day and the Taste of Downtown. Seeing as the annual parade is still months away, I’m going to side with ‘The Taste’ purely for its timeliness. With over forty local eateries participating, multiple raffles at downtown shops, and seven bands rocking every corner of the event, it’s practically impossible to have a bad time. This might be the biggest happening in town, but it’s by no means the only good time: read on for all this weekend’s options.
