Carson City sheriff's deputies busy with weekend DUI, felony and misdemeanor arrests

Carson City Sheriff's Office deputies kept busy over the weekend, making several arrests for DUI, domestic abuse, theft and felony child neglect and drug-related charges. Those arrested and facing charges are innocent unless proven guilty in a court of law.

A 26-year-old Yucaipa, Calif., Andrew Berryman Steepe, man was arrested on felony drug charges after being stopped for driving with a suspended registration in 2100 block of William Street.

The man consented to a search of the vehicle where officers found a backpack with a container with a trace amount of marijuana and a container with several pills inside. The pills were identified as Oxycontin, Nuvigil, Carisoprodol, and Acetaminophen/hydrocodone, the arrest report states.

The man was asked if he had a prescription for the pills. The man said "I hope I still have it." He was arrested on suspicion of felony possession of prescription drugs without a prescription and a misdemeanor charge of driving without insurance. Bail: $5,737.

— A 50-year-old Carson City woman, Tawjna Finley, was arrested Friday in the 2100 block of Highway 50 East on felony charges of possession and sales of controlled substances, and misdemeanor charges of possession of drug paraphernalia, DUI drugs, and violation of probation.

According to the arrest report, officers observed the woman driving erratically along East William Street. She was braking, swinging her arms and she was driving and stopping for no reason, the arrest report states.

The woman stopped in the parking lot of a casino and an officer spoke with her, asking if she was OK and if she was using drugs. The woman said she hadn't used methamphetamine in 20 years and but then shortly after admitted to using meth the previous night and that morning, the arrest report states.

She was searched for weapons because she kept reaching into her pocket, where an officer found a folding knife and a "tooter" straw, commonly used to inhale drugs or fumes, attached to the knife. There was a trace amount of meth inside the straw.
Officers asked if she had any more drugs or paraphernalia in her purse or in the vehicle. She stated she had some meth in the vehicle but didn't know where. Officers asked for her consent to search the vehicle and she agreed.

A warrant check was done through dispatch where the woman was on supervision through the Department of Alternative Sentencing. She had a condition allowing for search and seizure. Alternative Sentencing was contacted and permission for a search was given.

There was no additional contraband found in the vehicle. In the woman's purse officers found: 4 vials with suspected methamphetamine inside, 1 blue container with a trace amount of methamphetamine, 1 "tooter' straw, 4 packaging baggies commonly used to package meth, and $1,950 in cash, mostly $100 bills.
Officers conducted tests of the contraband, all resulting positive for methamphetamine. Around 3 grams was seized. Bail: $12,774.

— A 19-year-old Carson City man was arrested Friday, 7:35 p.m. in the 800 block of Long Street on the following misdemeanor charges: Violation of a suspended sentence, possession of drug paraphernalia, failure to obey traffic control device and instruction permit violation. Bail: $2,336.

— A 52-year-old Carson City woman was booked Friday, into Carson City Jail on a warrant, failure to appear in traffic court. She was stopped in the area of Roop and Dan streets because her registration showed to be suspended. Bail: $385.

— A 25-year-old Carson City man, Kelly Vaughn Manning, was arrested Friday, 10:58 p.m. in the 3800 block of Carson Street, on a felony charge of being in violation of his probation.

Saturday
— A 26-year-old Carson City woman, Jazmyn RaeDean White, was arrested on a felony charge, suspicion of child neglect. According to the arrest report, officers responded to a convenience store after learning that a small child stole some candy and was nearly hit by a car. The child took off running down the highway.

Officers stopped the child who was unable to identify himself, but said he was five years old. Child Protective Services was called. Later, the child's mother appeared. The woman told officers the child had been sleeping and she hadn't noticed he had left her apartment in the area of Menlo and North Lompa. She said this had happened a week prior as well as at another location. CPS arranged for the child to go with relatives. The woman was arrested on suspicion of child neglect. Bail: $40,000.

— A 25-year-old Carson City man was arrested at 2:24 a.m. Saturday morning in the area of Carson River Road and Camballeria on suspicion of DUI. Officers were called to the area after a report of someone stuck on the dirt road. The man provided a breath sample that resulted in a .217. Bail: $1,132.

— A 23-year-old Carson City man was arrested Saturday, 4:40 a.m. in the 1400 block of South Carson Street on suspicion of misdemeanor DUI and being in possession of a firearm while intoxicated. Bail: $2,274.

— A 30-year-old Carson City man was arrested Saturday, 12:25 p.m. in the 600 block of Hot Springs Road on a misdemeanor charge of violation of a suspended sentence. Bail $1,000.

— A 38-year-old transient was arrested on a misdemeanor charge of probation violation. The man was on Alternative Sentencing with a "no drinking" clause. He was contacted by deputies after he was seen yelling at passing cars. He submitted to a preliminary breath test with a result of a .127. Bail: $3,000.

— A 49-year-old Carson City man was arrested Saturday, 1:34 p.m. in the 1000 block of College Parkway on suspicion of misdemeanor second offense DUI and driving on a revoked license. Officers were called to the area after the man pulled into a parking stall of a fast food restaurant, sideswiping another vehicle and then walked into the restaurant.

According to the arrest report, officers made contact with the man, who smelled of alcohol. He said he had been at home drinking bourbon when he discovered he had a free meal coupon to the fast food restaurant that he wanted to redeem it. He told officers he did not know he hit the vehicle until the owner told him he did. He submitted to a field sobriety test where he blew a .297. The man has three prior DUI convictions, including one within the past 7 years, the arrest report states. Bail: $3,137.

— A 21-year-old Carson City man was arrested Saturday, 7:28 p.m. in the 1000 block of Latigo on five misdemeanor warrant related charges. Two warrants were out of Carson City Justice Court and three from Sparks Justice Court. Bail: $5,024.

— A 44-year-old Carson City woman was arrested Saturday, 9:33 p.m. in the area of Nevada and Bath streets. Bail: $3,000.

Sunday
— A 43-year-old Carson City man was arrested Sunday, 6:51 p.m. in the 500 block of North Stewart Street after a fight involving several people.
According to the arrest report, deputies were called to the location where they found the suspect with cuts to his face and ear. An officer asked the man who did it, and the man said he wasn't going to say. The man then challenged a person standing behind the officer to a fight and then later, while the man was being treated for injuries at the hospital, challenged the officer to a fight. The man faces a gross misdemeanor charge and two misdemeanor charges — disorderly conduct and obstructing and resisting arrest — related to the fight. Bail: $3,154.

— A 23-year-old Carson City man was arrested Sunday, 10:08 p.m. in the 3800 block of Imperial Way on suspicion of domestic battery. According to the arrest report the intoxicated man allegedly pushed his sister to the ground and punched her three to four times, according to a witness.
The victim told the officer she and her brother were in a verbal confrontation when her brother chest bumped her and she fell into a bush. Officers observed several scratches on the woman.

The man denied any physical altercation with his sister. When asked if he had been drinking the man said he had two tall beers. He blew a .169 preliminary breath test. He was ordered by the court not to drink alcohol. The man was taken to jail after officers determined he was the primary aggressor. He faces misdemeanor charges of domestic battery and violation of a suspended sentence. Bail: $4,137.

— A 57-year-old Carson City man was arrested Sunday, 9:30 p.m., in the 3200 block of Market street on a misdemeanor charge of petit larceny. According to the arrest report, the man allegedly stole several items from Walmart, placing them in his backpack and walking out of the store. Bail: $352.

— A 28-year-old Carson City man was arrested Sunday, 11:15 a.m. in the 1400 block of South Carson Street on misdemeanor charges of violation of a suspended sentence and petit larceny. The man allegedly stole a survival aid tool, valued at $2.99, from a sporting good store. Dispatch advised the man was on Alternative Sentencing for violation of a suspended sentence. The store's loss prevention advised it wanted the man arrested for shoplifting. Bail: $3,355.

— A Dayton man was booked Sunday, 4:15 a.m. into Carson City Jail on an arrest warrant, failure to attend counseling classes as ordered by the court. Bail: $500.
