A 22-year-old Carson City woman was arrested early Tuesday morning on multiple misdemeanor charges including resisting arrest and obstructing an officer.
According to the arrest report, the woman was stopped at the intersection of College Parkway and Lompa Lane for going 53 mph in a 40 mph zone at around 12:45 a.m. The woman told the officer that she had just purchased the vehicle she was driving from someone in California and did not have registration or insurance on the vehicle.
She stated she had a valid driver's license from New York but that she lost the physical license, the arrest report states.
Dispatch advised the woman's New York license had been suspended. As the officer was writing the woman a citation, he approached the vehicle to get her address and phone number for the citation. The officer told the woman that she should call a friend to come pick her up because her vehicle was going to be towed, the arrest report states.
The woman became agitated and began to argue with the officer. she repeatedly asked "Isn't there anything I can do to get out of this, I just got off work." She also said 'Can't I just pay you?" according to the arrest report.
The officer continued to tell the woman multiple times that her vehicle would be towed. She continued to argue with the officer, and told him he could not tow the car, the report states.
As the officer was walking back to his patrol car the woman began to yell that it is Christmas eve and made derogatory statements at the officer. He again told the woman to call a friend to pick her up and she began to argue about it and called the officer an "assh***," the arrest report states. At this point the officer called for a back up deputy because of her agitated state, according to the arrest report.
The woman remained uncooperative. The officer asked her to exit the vehicle and the woman said she would not. The officer opened her car door and again asked her to exit the vehicle. The woman again refused. The officer asked between 6 and 8 times for her to exit the vehicle and informed her that if she did not voluntarily exit the vehicle he would be forced to pull her from the vehicle and that she would go to jail for obstructing an officer.
The woman again refused, the officer stated in the arrest report, giving her one more chance saying it would be the last time. She again refused. The officer grabbed the woman's left wrist with his left hand and attempted to pull her out of the vehicle. The woman pulled against the officer, attempting to stay in the vehicle. After a struggle, the officer was able to pull her from the vehicle and onto the ground. The officer attempted to place her in handcuffs but she continued to resist, according to the arrest report.
As the officer attempted to turn her over to get her hands behind her back, her boot struck the right side of the officer's head, which caused a bruise near his right temple and along the side of the head. Pictures of the bruised area were taken. The officer did not charge the woman battery on a peace officer, because "I could not discern whether the kick was intentional or not," according to the arrest report.
The woman regained her balance and stood up, where the officer conducted a leg sweep and was able to get her to the ground and her hands behind her back. The officer put the woman in handcuffs and placed her in the back of the patrol vehicle, the arrest report states.
Inside the car the woman began to kick the inside of the vehicle and scream. Sergeant Lowe arrived on scene and noticed when he looked in the back seat of the patrol vehicle that the woman had slipped out of her handcuffs and had her hands in front of her. The officers opened the door to place the handcuffs back on the woman again, and observed a scrape with a small amount of blood on the woman's left wrist where she had pulled out of the cuffs, the arrest report states.
A deputy transported the woman to jail where she continued to be uncooperative with jail staff and was placed into a safety cell. The woman faces the following misdemeanor charges: obstructing an officer, resisting arrest, speeding, driving on a suspended license, no proof of insurance and expired registration. Bail: $2,322.
In misdemeanor-related arrests:
— A 19-year-old Carson City man, already in custody on other criminal matters, was booked Monday with an additional charge of misdemeanor contempt of court warrant, issued Dec. 20, 2013. Bail: $135.
— A 69-year-old Carson City woman was arrested Monday, Dec. 23, 7:50 p.m. near Musser and Carson streets on charges of misdemeanor (second) DUI, failure to maintain a lane and hit and run causing property damage.
According to the arrest report, officers responded to a report of a vehicle that hit a block wall near the 200 block of North Carson Street off of Musser. The vehicle left the scene westbound on Musser and came to a stop on Musser between Carson and Curry street. The driver was contacted where it was observed that she had a strong odor of alcoholic beverage coming from her breath as she spoke.
The woman told officers she drank four glasses of wine and two beers prior to driving. She was unable to do a series of standardized field sobriety tests. She was arrested and voluntarily agreed to submit to a blood test. Bail: $3,224.
— A Carson City man turned himself into authorities Monday, 12:05 p.m. on a confirmed misdemeanor warrant out of Wells Township Justice Court. Bail: $187.
— A 28-year-old Carson City woman was arrested while visiting the civil division of the Carson City Sheriff's Office on a confirmed misdemeanor failure to appear traffic warrant issued out of Reno Township Justice Court. Bail: $635.
Those arrested and facing charges are innocent unless proven guilty in a court of law.
