Carson City man wanted for felony domestic battery found hiding in attic

A 50-year-old Carson City man, who hid from authorities in an attic, was arrested Sunday and faces a felony domestic battery charge with strangulation. William Elliott was arrested in the 1500 block of Rand at 7:26 p.m.

According to the arrest report officers responded to the Rand address for a report of a man brandishing a gun and possibly domestic battery. Officers spoke with the victim who stated she walked into her home and the locks were changed.

She then tried to enter her residence through a window north of the door. That is when, the woman said, Elliott grabbed her by the neck and pulled her through the window, choking her. The woman's son saw what was happening and rushed to the aid of his mother, telling the man to stop, the arrest report states. Elliott let go of the victim who then ran to a next door neighbor's home to call 911, according to the report.

The woman also advised that on Aug. 31, around 8 p.m. the man came to the home and assaulted her, twisting her nose and ripping up her clothes and saying "I am going to kill you." The woman felt she could not call police because, she said Elliott told her if she called 911 "they will be picking up another dead body," the arrest report states.

The woman had bruising on her arms and light redness on her neck, the arrest report states. Officers spoke with the son of the woman who told officer he saw his mother doing something with the window and saw a hand come from the window, grabbing her neck and pulling her inside. The son said he grabbed his revolver from his vehicle, and ran into the apartment and told Elliott to let his mother go, according to the arrest report. After the woman was let go, the son returned his gun to his vehicle and waited for police to arrive, the arrest report states.

Several officers responded to arrest the man, who has a history of obstructing and resisting arrest. The door was barricaded and officers kicked it down to get inside. Officers went into a storage closet and discovered that the door to the attic was ajar. Officers popped open the door and ordered the man down several times, the arrest report states.

Officers responded to the SWAT room and used a pole cam to locate the man in the attic. Officers gave him several verbal commands to come down. Deputes then ordered a Carson City K9 and a ladder from the Carson City Fire Department. Elliott eventually came down the ladder, was searched for weapons and handcuffed.

He faces a felony charge of domestic battery with strangulation, misdemeanor first degree domestic battery and misdemeanor obstructing. Bail: $18,544.

In misdemeanor-related arrests:

— A 72-year-old Carson City woman was arrested 8:43 p.m. Aug. 30 in the 400 block of Hot Springs Road. She faces a misdemeanor charge of domestic battery.

Officers responded to the Hot Springs Road address for a report of a domestic dispute, a woman yelling and throwing things. Officer spoke with a woman who was intoxicated and belligerent. She advised that she was yelling and throwing things because her live in boyfriend had called her an obscene name. The woman advised the man left and threw marijuana in the bathroom, which authorities weren't able to locate.

Officers then spoke with another woman, the 72-year-old, who was also arguing with the woman in the residence. As officers attempted to leave, they stood outside a window to see if the argument would continue once they left. It did, where the 72-year-old woman picked up a wallet and threw it at the first woman interviewed, striking her in the face. She was arrested. Bail: $3,132.

— A 33-year-old Modesto, Calif., woman was arrested Aug. 31, 8:13 p.m. in the 3200 block of Market Street. She faces a gross misdemeanor charge of burglary and shoplifting and being in possession of less than an ounce of marijuana.

According to the arrest report, the woman was detained at Walmart for shoplifting. Store security saw the woman pick up items valued at $156.04, place them in a cart, passing all pay points, and then leaving the store. While waiting for deputies, store officers saw the woman throw some toilet paper in a trash can. The paper smelled of marijuana and it was retrieved. The paper had a small amount of marijuana in it, the arrest report states. She was arrested without incident. Bail: $3,237.

— A 59-year-old woman was arrested Sept. 1, 12:08 p.m. in the 800 block of South Carson Street. She faces a gross misdemeanor charge of battery on a police officer and a misdemeanor charge of disorderly conduct. An accomplice, a South Lake Tahoe man, was also arrested and faces misdemeanor charges of disorderly conduct and making threats.

According to the arrest report, officers were dispatched to a motel for a report of two unwanted subjects. Upon arrival officers met with the manager who stated the man and woman in one of the rooms were supposed to check out at 11 a.m. The manager stated both were highly intoxicated and not leaving the room.

Officers made contact with the couple, both extremely intoxicated and yelling obscenities around children, the arrest report states. They said they were trying to move items out and were having a friend come to pick them up.

The South lake Tahoe men then walked up to the manager, pointed at his face and said: 'I'm going to kick your f***** a*s," the arrest report states. The manager wanted the man arrested for threats and disorderly conduct. He was taken into custody and placed in a patrol vehicle. His bail amount: $864.

The woman then walked back into the motel room and locked the door. The manager let officers into the room. Officers asked the woman to get her stuff and leave. As the woman was walking out the door, she pulled away from an officer and then struck him in the chest with her fist. She was taken into custody for battery on a police officer and disorderly conduct. Her bail amount: $2,742.

— A 59-year-old Carson City woman was arrested at 11 a.m. in the 2900 block of Carmine on Sept. 1. She faces a misdemeanor charge of warrant contempt of court. Officers stopped the vehicle the woman was driving because its plates came back that the owner had a warrant for her arrest. Bail: $500.

— A 66-year-old San Mateo, Calif., man was arrested at 1 p.m. Sept. 1 in the 1800 block of Winnie Lane. He faces two misdemeanor charges of failure to appear on traffic warrants. Bail: $1,283.

— A 32-year-old Reno man was arrested Aug. 30, 10:58 p.m., in the 1900 block of North Carson Street. He faces a misdemeanor battery charge. Officers went to a local bar for a battery report and met with the victim who advised the man was being kicked out of the bar for being aggressive. After the man exited the bar and issued a trespass warning, bar security attempted to detain the man, who ran away screaming and cussing. He was located a short time later and was identified by the victim. The man provided a breath test with a result of .130. Bail: $1,137.

— A 22-year-old Carson City woman turned herself into Carson City authorities on Aug. 31, 2:29 a.m. on an outstanding warrant for her arrest, violation of a suspended sentence. Bail: $3,000.

— A 19-year-old Carson City man was arrested Aug. 21, 1:33 a.m. in the 1800 block of Highway 50 East. He was arrested on a warrant service, violation of conditions of bail, issued Aug. 19, 2013.

— A 23-year-old Carson City man was booked into Carson City Jail from Douglas County Jail on Aug. 31. 12:40 a.m. He faces a misdemeanor charge of failure to obey traffic citation. Bail: $142.

— A 19-year-old Carson City man was arrested Aug. 31, 11:14 p.m. in the 2800 block of Airport Road. Bail: $242.

— A 48-year-old transient was arrested Sept. 1, 6 p.m. for trespassing in the 500 block of East William Street. He was found intoxicated at a grocery store sitting in front of one of the emergency exit doors. Bail: $242.

— An 18-year-old Carson City man was arrested Aug. 30, 12:57 a.m. near the intersection of Robinson and Saliman streets. He faces three misdemeanor charges including possession of less than an ounce of marijuana (second offense); violation of bail conditions and driving without a license plate light. Officers pulled the man over for not having a working license plate light.

Officers approached the vehicle, and could smell marijuana, according to the arrest report. The man admitted he had a small bag of marijuana under the driver's seat and gave deputies permission to search the vehicle. Dispatch advised the man was on alternative sentencing for past drug charges. One of his conditions was to not use or possess drugs. Bail: $1,709.

— A Carson City woman was arrested Aug. 30, 10:10 a.m. in the 2700 block of Highway 50 East. She faces a misdemeanor charge of being in violation of bail conditions.

Those arrested and facing charge are innocent unless proven guilty in a court of law.
